September 2015 issue of Hong Kong Monthly Digest of Statistics now available

     The Census and Statistics Department (C&SD) published today (September 15) the September 2015 issue of the Hong Kong Monthly Digest of Statistics (HKMDS).

     Apart from providing up-to-date statistics, this issue also contains two feature articles entitled "Composite Employment Estimates 2014" and "Statistics on Comprehensive Social Security Assistance Scheme, 2004 to 2014". Statistics presented in the "Statistics on Comprehensive Social Security Assistance Scheme, 2004 to 2014" article are based on the data source from the Social Welfare Department.

"Composite Employment Estimates 2014"

     In studies of employment statistics, the issue of discrepancies observed between the employment data obtained from establishment-based surveys which refer to occupied posts in firms and those data obtained from household surveys which refer to persons employed is common. In Hong Kong, this is tackled through the compilation of a set of Composite Employment Estimates (CEE) which reconcile, under a designated statistical framework, the results obtained from the household-based General Household Survey and the establishment-based Quarterly Survey of Employment and Vacancies.

     This feature article provides the CEE figures in individual industries for 2009 to 2014. It also gives an account of the characteristics of CEE and briefly discusses the differences and usage of the CEE vis-à-vis the other employment figures.

"Statistics on Comprehensive Social Security Assistance Scheme, 2004 to 2014"

     According to the data source from the Social Welfare Department, the total number of Comprehensive Social Security Assistance (CSSA) cases decreased gradually at an average rate of 1.5% per annum in the past decade. The number of cases fell from nearly 300 000 in 2004 to 253 054 in 2014. Larger degrees of decrease were noted in unemployment cases (-8.5%) and low-earnings cases (-7.3%). There were 381 307 CSSA recipients in 2014, representing a drop of 29.7% when compared with that in 2004.

     This feature article describes the major changes in the number of CSSA cases and recipients during the period from 2004 to 2014.
