Police discharge duties with fairness and impartiality (with photos)

     Police officers・ efforts would be recognised by the public as long as they were discharging their duties and serving the community with fairness, impartiality and legality, the Chairman of the Independent Police Complaints Council (IPCC), Mr Larry Kwok, said when inspecting a passing-out parade of the Hong Kong Police College today (September 12).
 
     Noting that Hong Kong was a very safe city with one of the lowest crime rates in the world, Mr Kwok said that it was not only a result of Hong Kong citizens・ law-abiding culture, but also of the Police・s dedication, professionalism, integrity and sense of responsibility.
 
     :As the society evolves, citizens・ expectations of Police officers・ work performance and conduct are continuously rising. This presents a huge challenge to the Police Force, and it more or less also puts pressure on the frontline officers,; he said.
 
     He pointed out that when discharging their duties in the future, the graduates might encounter tough situations, where citizens would make harsh requests for various reasons, or even take their anger out on them.
 
     He hoped that the graduates would uphold the Force Value of :fairness, impartiality and compassion in all our dealings;, and be patient, understanding and empathetic when enforcing the law. He believed that it would help avoid unnecessary conflicts, making their work a lot smoother.
 
     Mr Kwok said that in addition to monitoring the handling and investigation of the Police complaints, another function of IPCC was to make recommendations to the Force if any Police practices or procedures that might lead to complaints were identified.
 
     :This is very much in line with the Force Value of .dedication to quality service and continuous improvement・,; he said, adding that a professional and high-quality Police Force would naturally deserve citizens・ great expectations.
 
     A total of 38 probationary inspectors and 209 recruit constables passed out today.
