Senior appointments (with photos)

     The Government announced today (July 20) the following senior appointments:

(a) Dr Leung Siu-fai, Deputy Director of Agriculture, Fisheries and Conservation, will succeed Mr Alan Wong Chi-kong as Director of Agriculture, Fisheries and Conservation with effect from July 25, 2015. Mr Wong will proceed on pre-retirement leave on the same day after 35 years of service with the Government; and

(b) Dr Della Sin Wai-mei,Assistant Government Chemist, will succeed Dr Lau Chau-ming as Government Chemist with effect from August 6, 2015. Dr Lau will proceed on pre-retirement leave on the same day after 31 years of service with the Government.

     Commenting on the appointments, the Secretary for the Civil Service, Mr Paul Tang, said, "The appointees have proven leadership and administrative skills, profound professional knowledge and extensive operational experience. I have every confidence that they will ably lead their respective departments to meet the challenges ahead."

     On the retirement of Mr Wong, Mr Tang said, "Mr Wong has served with commitment in the Civil Service throughout the years. During his tenure as Director of Agriculture, Fisheries and Conservation, Mr Wong has ably led the Department in the prevention and control of zoonotic diseases including avian influenza and rabies, and has seen to the successful implementation of effective measures to safeguard veterinary public health. He has also made commendable efforts to promote the modernisation and development of the agriculture and fisheries industries. On the conservation side, he has played a pivotal role in managing the protected areas in Hong Kong, conserving valuable terrestrial and marine ecological resources. We sincerely wish him a happy retirement."

     On the retirement of Dr Lau, Mr Tang said, "Dr Lau has served with commitment in the Civil Service throughout the years. As Government Chemist, he has made exemplary contributions in enhancing the professional service of the Government Laboratory. Under his leadership, the Department has provided our community with quality forensic science and analytical and advisory services. We sincerely wish him a happy retirement."
 
     Brief biographical notes on the four officers are set out below:

Mr Alan Wong Chi-kong
---------------------

     Aged 59, Mr Wong joined the Administrative Service in November 1979 and rose to his present rank of Administrative Officer Staff Grade A in April 2007.

     Mr Wong has served in various bureaux and departments, including the former Home Affairs Branch, the former Civil Service Branch, the former Urban Services Department, the former City and New Territories Administration, the former Health and Welfare Branch, the former Recreation and Culture Branch, the former Secretariat of the University and Polytechnic Grants Committee, the former Trade and Industry Branch, the Office of the Commissioner of Insurance, the Mandatory Provident Fund Schemes Authority on secondment, and the former Information Technology Services Department. He was Government Chief Information Officer from July 2004 to January 2005, and Commissioner for Transport from June 2005 to August 2009. Mr Wong has been Director of Agriculture, Fisheries and Conservation since August 2009.

Dr Leung Siu-fai

     Aged 51, Dr Leung joined the Government as a Fisheries Officer in August 1991. He was promoted to Senior Fisheries Officer in July 1998, to Assistant Director of Agriculture, Fisheries and Conservation in December 2005 and to Deputy Director of Agriculture, Fisheries and Conservation in January 2010.

Dr Lau Chau-ming

     Aged 59, Dr Lau joined the Government as a Chemist in March 1984. He was promoted to Senior Chemist in September 1992, to Chief Chemist in August 2000 and to Assistant Government Chemist in August 2008. He has been Government Chemist since April 2010.

Dr Della Sin Wai-mei
---------------------

     Aged 52, Dr Sin first joined the Government as an Executive Officer II in November 1986. She was then appointed as a Chemist in October 1988. She was promoted to Senior Chemist in October 1999, to Chief Chemist in November 2007 and to Assistant Government Chemist in June 2011.
