Senior appointments (with photos)

     The Government announced today (July 10) the following senior appointments:

(a) Ms Annie Choi Suk-han, Commissioner of Insurance, will assume the post of Commissioner for Innovation and Technology on August 19, 2015. She will succeed Miss Janet Wong Wing-chen, who will retire after more than 34 years of service; and

(b) Mr John Leung Chi-yan, Director, Hong Kong Economic, Trade and Cultural Office (Taiwan), will assume the post of Commissioner of Insurance on August 19, 2015.

     Commenting on the appointments, the Secretary for the Civil Service, Mr Paul Tang, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities and rise to the challenges ahead."

     On the retirement of Miss Wong, Mr Tang said, "Miss Wong has rendered over 34 years of loyal and dedicated service to the community and has made significant contributions to the development of Hong Kong in various spheres.

     "During her tenure as Commissioner for Innovation and Technology, Miss Wong has made commendable efforts in promoting the strategic development of the innovation and technology industry by bringing together the Government, industry players, academia and the research sector for closer collaboration. With insights and stamina, she has steered the work of the Council for Testing and Certification from its inception, laying a solid foundation for the development of Hong Kong's testing and certification services. She has also displayed immense innovation to encourage the realisation and commercialisation of research and development output and products. We wish her a happy retirement."

     Brief biographical notes on the three officers are set out below:

Miss Janet Wong Wing-chen

     Aged 58, Miss Wong joined the Administrative Service in August 1980 and rose to her present rank of Administrative Officer Staff Grade A in April 2011.

     Miss Wong has served in various bureaux and departments, including the former Administration Branch, the former Civil Service Branch, the former City and New Territories Administration, the Social Welfare Department, the Housing Department, the former Economic Services Branch, the former Deputy Chief Secretary's Office, the former Regional Services Department, the Independent Commission Against Corruption, the former Urban Services Department, the Food and Environmental Hygiene Department, the former Education and Manpower Bureau, the Civil Service Bureau and the Home Affairs Department. She was Head of the World Trade Organisation Sixth Ministerial Conference Co-ordination Office from October 2004 to January 2006, and Deputy Secretary for Environment, Transport and Works (Works) (later retitled Deputy Secretary for Development (Works)) from June 2006 to September 2009. Miss Wong has been Commissioner for Innovation and Technology since September 2009.

     Aged 52, Ms Choi joined the Administrative Service in October 1986 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2011.

     Ms Choi has served in various bureaux and departments, including the former City and New Territories Administration, the former Civil Service Branch, the former Health and Welfare Branch, the former Planning, Environment and Lands Branch, the former Industry Department and the former Environment and Food Bureau. She was Deputy Secretary for Environment, Transport and Works (Transport) from November 2003 to March 2007, and Deputy Secretary for Commerce and Economic Development (Commerce and Industry) from July 2007 to August 2009. Ms Choi has been Commissioner of Insurance since September 2009.

Mr John Leung Chi-yan

     Aged 52, Mr Leung joined the Administrative Service in September 1987 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2013.

     Mr Leung has served in various bureaux and departments, including the former City and New Territories Administration, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the Home Affairs Department, the former Constitutional Affairs Bureau, the former Environment and Food Bureau and the Hong Kong Economic and Trade Office in Geneva. He was Deputy Secretary for Financial Services and the Treasury (Financial Services) from February 2006 to December 2011. Mr Leung has been Director, Hong Kong Economic, Trade and Cultural Office (Taiwan) since December 2011.
