Amendments to Dangerous Drugs Ordinance to be gazetted on July 3

     A spokesperson for the Security Bureau said today (June 30) that the Government would publish the Dangerous Drugs Ordinance (Amendment of First Schedule) Order 2015 in the gazette this Friday (July 3).

     The Order will update the definition of synthetic cannabinoids and add NBOMe compounds to the First Schedule to the Dangerous Drugs Ordinance.

     The spokesperson said, "The amendments aim to deter the trafficking and abuse of new types of synthetic cannabinoids and NBOMe compounds. This will help to fortify Hong Kong's defence line in the fight against drugs."

     The spokesperson added, "Studies reveal that synthetic cannabinoids may lead to hallucination, increased agitation, elevated blood pressure and heart rates, and seizures. On the other hand, abusing NBOMe compounds could cause users to experience an altered state of reality as well as shaking, nausea, insomnia and paranoia.

     "The Order will subject relevant substances to the same strict control as other dangerous drugs. Those prosecuted of illicit trafficking and manufacture of these substances are liable to a maximum penalty of a fine of $5 million and life imprisonment. Possession, consumption and supply of the substances would also constitute criminal offences."

     The spokesperson said that the Government had consulted the Action Committee Against Narcotics and the Panel on Security of the Legislative Council and they supported the proposed amendments. The Government also sought the views of relevant trades and stakeholders.

     The Amendment Order will be introduced into the Legislative Council on July 8, 2015 and is expected to become effective on November 27, 2015.
