Fire safety concerns at temporary places of public entertainment

     A spokesman for the Food and Environmental Hygiene Department (FEHD) said today (June 29) that the department is very concerned about the fire safety issues in relation to the use of coloured powder at temporary places of public entertainment and will consider each application for Temporary Places of Public Entertainment Licence (TPPEL) thoroughly in conjunction with relevant departments to ensure that the activities held will not endanger public safety or pose any threat to the personal safety of participants.

     The spokesman said, "The FEHD is responsible for processing applications for TPPEL and provides one-stop service for the applicants. In considering TPPEL applications, the primary concern is to protect public safety. The FEHD will consult relevant departments in accordance with the established procedures. Upon confirmation from all relevant departments that the activities and premises concerned are suitable for the issuance of a licence, the FEHD will issue a Letter of Requirements, together with requirements of the relevant departments, to the applicant. A TPPEL will only be issued when the applicant has complied with all the licensing requirements, including the building safety requirements and health requirements and the submission of a valid Fire Services Certificate.

     With regard to the TPPEL in relation to the event to be held at the exhibition halls of AsiaWorld-Expo in July, the spokesman said the FEHD is processing the application and noted that the Fire Services Department (FSD) is seeking for more details about the event from the persons-in-charge of the event and the premises with a view to conducting further risk assessment on fire safety and imposing appropriate fire safety requirements for compliance by the applicant.

     "The FEHD will, based on the professional advice of FSD, process the relevant application in accordance with established procedures," the spokesman said.
