LegCo to debate motion on implementation and continuance of "one country, two systems"

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (June 24) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on implementation and continuance of "one country, two systems".

     The motion, to be moved by Mr Dennis Kwok, states: "That this Council requests the SAR Government to earnestly invite the Central Government to implement and continue the state policy of 'one country, two systems' in Hong Kong in accordance with the original intent of 'one country, two systems'."

     Mr Ip Kin-yuen, Mr Ip Kwok-him, Mr Lee Cheuk-yan, Mr Gary Fan, Mr Martin Liao and Mr Wong Yuk-man will move separate amendments to Mr Dennis Kwok's motion.

     Ms Emily Lau will move a motion on the Report on the Visit of the Delegation of the Legislative Council to Finland, Norway and Denmark. The motion states: "That this Council notes the Report on the Visit of the Delegation of the Legislative Council to Finland, Norway and Denmark from September 14 to 21, 2014."

     On bills, the Securities and Futures (Amendment) Bill 2015 and the Inland Revenue (Amendment) (No. 3) Bill 2015 will be introduced into the Council for First Reading and Second Reading. Second Reading debates on the Bills will be adjourned.

     On Member's bill, Members will resume Second Reading debate on the Kowloon Tong Church of the Chinese Christian and Missionary Alliance Incorporation (Amendment) Bill 2014 proposed by Dr Priscilla Leung. If the Bill is supported by Members and receives its Second Reading, it will then go through the Committee stage and be read the Third time.

     In addition, Mr Dennis Kwok and Mr Andrew Leung will each move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance. Mr Dennis Kwok will move a proposed resolution to extend the period for amending the Foreign Lawyers Practice (Amendment) Rules 2015, the Solicitors' Practice (Amendment) Rules 2015 and the Limited Liability Partnerships (Top-up Insurance) Rules laid on the table of the Council on June 3, 2015 to the first sitting of the next session of the Council. Mr Andrew Leung will move a proposed resolution to extend the period for amending the Import and Export (General) (Amendment) Regulation 2015; the Imported Game, Meat and Poultry (Amendment) Regulation 2015; and the Food Business (Amendment) Regulation 2015 laid on the table of the Council on June 10, 2015 to the first sitting of the next session of the Council.

     Mr Andrew Leung will also move a motion under Rule 49E(2) of the Rules of Procedure.  The motion states: "That this Council takes note of Report No. 23/14-15 of the House Committee laid on the Table of the Council on June 17, 2015 in relation to the Mandatory Provident Fund Schemes (Amendment) Ordinance 2015 (Commencement) Notice 2015."

     During the meeting, the Chairman of the Panel on Information Technology and Broadcasting, Dr Elizabeth Quat; the Chairman of the Panel on Environmental Affairs, Mr Chan Hak-kan; the Chairman of the Panel on Security, Mr Ip Kwok-him; the Chairman of the Panel on Public Service, Mr Poon Siu-ping; the Chairman of the Panel on Administration of Justice and Legal Services, Dr Priscilla Leung; the Chairman of the Panel on Commerce and Industry, Mr Wong Ting-kwong; the Chairman of the Panel on Home Affairs, Ms Starry Lee; the Chairman of the Panel on Welfare Services, Mr Cheung Kwok-che; and the Chairman of the Panel on Financial Affairs, Mr Chan Kin-por, will present the 2014-2015 Reports of the related Panels and address the Council respectively.

     Members will also ask the Administration 22 questions on various policy areas, six of which require oral replies at the meeting.
