Proposals for enhancing use of Kwai Tsing port back-up land released

     The Government today (June 10) released proposals and invited stakeholders' views on measures to make better use of port back-up land in Kwai Tsing with a view to enhancing the cargo handling capacity and operational efficiency of Kwai Tsing Container Terminals (KTCTs) and maintaining the competitiveness of Hong Kong Port (HKP).

     A spokesman for the Transport and Housing Bureau (THB) said that having regard to the port congestion faced by the HKP and with more and more containerised cargo being concentrated at the KTCTs, the proposed measures seek to, among others, integrate some of the port back-up land into the terminal areas to increase their yard space and barge berthing facilities to enhance capacity and enable more efficient processing of transhipment cargo which has been on a rising trend.  

     The spokesman said that according to the findings of the Study on the Strategic Development Plan for Hong Kong Port 2030, HKP will continue to see growth in container throughput at an annual rate of 1.5 per cent up to 2030. It is thus necessary to implement measures to enhance existing infrastructure to meet forecast demand.

     "There are also proposed measures to help improve the operating environment for small and medium sized logistics enterprises (SME) operating on port back-up land let out on short term tenancies (STTs) in Kwai Tsing. In response to operators' needs, some of the terms and conditions of STTs are being refined to make them more conducive to SME operations," the spokesman noted.

     In addition, for longer term development, there are plans to explore the feasibility of having multi-storey facilities on suitable port back-up sites for container/goods vehicle parking or cargo storage/consolidation uses so as to free up more land in the vicinity of KTCTs to support port operations and cater for the future development needs of the HKP, the spokesman added.

     The spokesman said that the implementation of the proposed measures will require the collaborative effort and support from the existing operators in Kwai Tsing, including container terminal operators, STT tenants and other port users. Industry stakeholders are invited to put forth their views on the proposed measures, which are available on the websites of THB (www.thb.gov.hk), Hong Kong Port Development Council (www.pdc.gov.hk) and the Hong Kong Logistics Development Council (www.logisticshk.gov.hk), to the THB on or before August 15 this year.
