Education Bureau produces Basic Law video teaching resource package (with photos)

     In tandem with the work of the Basic Law Promotion Steering Committee and the 25th anniversary of the promulgation of the Basic Law in 2015, the Education Bureau (EDB), in addition to progressively deepening its regular tasks on Basic Law education, has specially produced a Basic Law video teaching resource package for secondary schools in 2015.

    The video teaching resource package consists of two themes, namely, the constitutional status of the Basic Law and the concept of "One Country, Two Systems". Included in the package are an audio-visual component, teaching suggestions, suggested lesson length, outlines for discussion, suggestions for extended reading and project learning as well as proposed assessment resources. Using a lively and interesting approach the learning and teaching of the Basic Law is made more interesting. Through good use of the package, students can explore the philosophical rationale of the Basic Law and its intimate connection with their daily lives from a multi-perspective outlook, so as to deepen their understanding of the Basic Law and the concept of "One Country, Two Systems".

     The EDB today (April 29) held a launch ceremony-cum-seminar for the Basic Law video teaching resource package. Various stakeholders such as representatives from school sponsoring bodies, representatives from related educational committees, principals and vice-principals were invited.

     The main officiating guest of the launch ceremony-cum-seminar was the Chief Secretary for Administration and Chairperson of the Basic Law Promotion Steering Committee (BLPSC), Mrs Carrie Lam. Also present were the Secretary for Education, Mr Eddie Ng Hak-kim; the Deputy Director of the HKSAR Basic Law Committee of the Standing Committee of the National People's Congress, Ms Elsie Leung; member of the HKSAR Basic Law Committee of the Standing Committee of the National People's Congress, Ms Maria Tam; member of the HKSAR Basic Law Committee of the Standing Committee of the National People's Congress and professor of the Faculty of Law of the University of Hong Kong, Professor Albert Chen; the Convenor of the Working Group on Teachers and Students under the BLPSC, Mr Tai Hay-lap, and the former convenor, Ms Ko Po-ling; and BLPSC member, Dr Simon Hoey Lee.

     During the seminar, Professor Chen delivered a keynote speech on the 25th Anniversary of the Promulgation of the Basic Law. Professor Chen, together with Mr Tai Hay-lap, Dr Simon Hoey Lee and Deputy Secretary for Education, Dr Chan Ka-ki, took part in a forum centred on the 25th Anniversary of the Promulgation of the Basic Law. EDB representatives briefed the participants on ways to enhance students' understanding of the Basic Law through the existing school curriculum. Representatives from schools also shared their school-based experiences in promoting Basic Law education.

     In conjunction with the related learning and teaching resources developed by EDB, schools can make flexible use of the Basic Law video teaching resource package with reference to their own contexts and needs for curriculum development. The EDB will issue a circular memo in May to inform all secondary schools to collect the teaching resource package from their Regional Education Offices. The related teaching material will also be distributed during the professional development programmes for teachers to be conducted in May and June.      In order to support the implementation of Basic Law education in schools and to tie in with the launch of the Basic Law video teaching resource package, the EDB will continue to organise a series of focused professional development programmes for school heads and teachers to strengthen curriculum leadership and teaching effectiveness.
