Appointments to two Lump Sum Grant committees

     The Government announced today (April 22) the appointment of nine new members and the re-appointment of four incumbent members to the Lump Sum Grant Steering Committee (LSGSC). The Government also appointed the Chairman, Vice-Chairman and four new members, and re-appointed two incumbent members to the Lump Sum Grant Independent Complaints Handling Committee (ICHC). All the appointments and re-appointments will take effect from April 22, 2015 for a term of two years.

     The LSGSC is chaired by the Director of Social Welfare and comprises 17 non-official members and two ex-officio members. Six are independent members and the remaining 11 members have a background related to the Lump Sum Grant Subvention System, including non-governmental organisations' (NGOs) management, service users and staff unions.

     The nine new members of the LSGSC are Ms Tammy Chan Yee-ching, Mr Francis Chau Yin-ming, Ms Michelle Cheng, Mr Stephen Hung Wan-shun, Dr Jane Lee Ching-yee, Ms Teresa Lee Siu-hong, Ms Rebecca Ng Pui-ling, Mr Sin Kin-ming and Dr Ricky Szeto Wing-fu.

     Ms Tammy Chan Yee-ching (alias Chan Fat-chuen) is a senior member of the Salvation Army Carer Association and has served as the Chairperson of the Association for six years.

     Mr Francis Chau Yin-ming is the Chief Supervisor of the Social Service Office and School Manager of Nursery Schools of the Association of Evangelical Free Churches of Hong Kong. He is now serving as a member of the Steering Committee on the Restored Landfill Revitalisation Funding Scheme and Convenor of the Railway Objections Hearing Panel.

     Ms Michelle Cheng is the Chief Executive Officer of Mazarine Asia Pacific Limited. She is a member of the Award Council of the Hong Kong Award for Young People.

     Mr Stephen Hung Wan-shun is partner of Li and Partners, and the President of the Law Society of Hong Kong. He is serving on the Steering Committee on the Provision of Legal Advice for Litigants in Person and the Hong Kong Examinations and Assessment Authority.

     Dr Jane Lee Ching-yee is the Director of Hong Kong Sheng Kung Hui Welfare Council Limited. She is currently a member of the Social Enterprise Advisory Committee and the Standard Working Hours Committee.

     Ms Teresa Lee Siu-hong is former Company Secretary of the Hong Kong Management Association.

     Ms Rebecca Ng Pui-ling is the Agency Director of Hong Kong Children and Youth Services. She is now serving on the Committee on Services for Youth at Risk.

     Mr Sin Kin-ming is the Vice-Chairman of the Union of Hong Kong Rehabilitation Agencies Workshop Instructor. He is also serving on the Mutual Caring Association Limited and the Public Services Employees General Union.

     Dr Ricky Szeto Wing-fu is the Head of Department (Administration) and Associate Professor of Department of Business Administration, Hong Kong Shue Yan University. He currently serves as a member of the Community Investment and Inclusion Fund Committee and the Employees Compensation Assistance Fund Board.

     Four incumbent members, namely Mr Cheung Kwok-che, Mr Li To-sang, Ms Sania Yau Sau-wai and Dr Alice Yuk Tak-fun have been re-appointed.

     As for the ICHC, the Government has appointed two incumbent members, Dr David Dai Lok-kwan and Mr Albert Wong Shun-yee as Chairman and Vice-Chairman respectively.

     The four new members of the ICHC are Ms Ivy Au Yeung, Mr David Chan Wai-ming, Mr Dennis Fong Wai-kuk and Mr Raymond Wong Ka-ning.

     Ms Ivy Au Yeung is the Chief Executive Officer, Hong Kong of Australia and New Zealand Banking Group Limited. She is a co-founder of Read-Cycling, a non-profit-making organisation.

     Mr David Chan Wai-ming is an elected member of Tsuen Wan District Council. He is now serving as a member of the Lotteries Fund Advisory Committee and Tsuen Wan/Kwai Tsing District Co-ordinating Committee on Family and Child Welfare Services of the Social Welfare Department (SWD).

     Mr Dennis Fong Wai-kuk is a solicitor of Loong and Yeung. He is currently serving on the Appeal Panel (Housing).

     Mr Raymond Wong Ka-ning is the founder of Benji's Centre and Managing Director of Confiserie Benji Limited. He is now serving on the Advisory Committee of the Partnership Fund for the Disadvantaged.

     Two incumbent members, Dr Eva Dunn Lai-wah and Mrs Joanna Li Lau Lai-hing have also been re-appointed.

     The LSGSC was reconstituted in April 2009 to strengthen its role and composition as recommended by the Review Report on the Lump Sum Grant Subvention System (the Report) issued in December 2008. Apart from monitoring the implementation of the Lump Sum Grant Subvention System and identifying areas for improvement, it also monitors the implementation of the recommendations in the Report and facilitates sharing of information and experience among the SWD, NGOs, their staff and service users.

     The ICHC was set up in April 2009 according to the recommendations of the Report. It handles complaints that cannot be dealt with satisfactorily by subvented NGOs. It also relays decisions and recommendations to the SWD for appropriate follow-up action to enhance the Lump Sum Grant Subvention System.
