Draft Tung Chung Town Centre Area Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Tung Chung Town Centre Area Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Tung Chung Town Centre area," a spokesman for the Town Planning Board said today (April 17).

     The planning scheme area, covering about 253 hectares, is located on the north shore of Lantau Island, southeast of Hong Kong International Airport at Chek Lap Kok. The population of the area in 2011 was about 38,000. It is estimated that the planned population will increase to about 78,000.

     A site near Tung Chung MTR station and another site adjacent to the proposed pier at the waterfront are zoned "Commercial". These two sites, covering about 2.1 hectares, will provide land for offices, shops and services, places of entertainment, eating places and other commercial developments.

     About 23 hectares of land is zoned "Comprehensive Development Area" ("CDA") to facilitate comprehensive development for residential and commercial uses with the provision of open space and other supporting facilities.

     About 32 hectares of land is zoned "Residential (Group A)" ("R(A)") for high-density residential developments.

     The "Village Type Development" zone, taking about 5.4 hectares, covers Shan Ha Village and its expansion area as well as the village resite area at Pa Mei North.

     About 21.2 hectares of land is zoned "Government, Institution or Community" ("GIC") to provide a wide range of facilities to serve the needs of the residents. "GIC" uses not requiring free-standing sites, such as nursery and kindergarten uses, will also be provided in public housing estates and large private residential developments within "CDA" and "R(A)" zones.

     About 55.7 hectares of land has been zoned "Open Space" to provide outdoor open-air public space for active and/or passive recreational uses.  

     About 2.9 hectares of land is zoned "Other Specified Uses". The site includes the Tung Chung Cable Car Terminal and related commercial development, the railway ventilation and other plants associated with the Tung Chung MTR station, a sewage pumping station, a ferry pier, petrol filling stations and a traction substation cum portal.

     The foothills on the southern fringe of the area, covering about 47.1 hectares, are zoned "Green Belt" to preserve existing topography and natural vegetation and provide passive recreational outlets.

     The approved Tung Chung Town Centre Area OZP No. S/I-TCTC/20 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Sai Kung and Islands District Planning Office, the Islands District Office and the Tung Chung Rural Committee.

     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at www.info.gov.hk/tpb.
