     The Government announced today (March 20) that Mr Hon Chi-keung, Director of Civil Engineering and Development, will assume the post of Permanent Secretary for Development (Works) on April 7, 2015.  He will succeed Mr Wai Chi-sing, who will retire after 34 years of service.

     Commenting on Mr Hon Chi-Keung's appointment, Secretary for the Civil Service, Mr Paul Tang, said, "Mr Hon is an experienced senior civil servant with profound knowledge and rich experience in the works field. He also possesses proven leadership and management abilities. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his colleagues to meet the challenges ahead."
     
     On the retirement of Mr Wai Chi-sing, Mr Tang said, "Mr Wai has rendered 34 years of loyal and dedicated service to the community. During his tenure as Permanent Secretary for Development (Works), he has made sterling contributions to infrastructural development, increase of land supply, promotion of quality improvements in the construction industry, as well as development of heritage conservation and greening policies. Mr Wai has also played a pivotal role in steering the development of Kowloon East and Lantau Island. We wish him a happy retirement."

     Brief biographical notes on the two officers are set out below:

Mr Wai Chi-sing

     Aged 59, Mr Wai joined the Government as an Assistant Engineer in August 1980. He was promoted to Chief Engineer in July 1996, to Government Engineer in November 2000, and to Principal Government Engineer in September 2004. He was Deputy Secretary for the Environment, Transport and Works (Works) from March 2004 to November 2006, and Director of Highways from November 2006 to June 2010. He has been Permanent Secretary for Development (Works) since June 2010.

Mr Hon Chi-keung

     Aged 56, Mr Hon joined the Government as an Assistant Engineer in August 1983. He was promoted to Chief Engineer in May 1999, to Government Engineer in July 2005, and to Principal Government Engineer in November 2008. He was Project Manager of Hong Kong Island and Islands Development Office in the Civil Engineering and Development Department from March 2008 to January 2011. He has been Director of Civil Engineering and Development since January 2011.
