Updated summary of recommendations of Livable Bay Area Study promulgated

     The "Study on the Action Plan for Livable Bay Area of the Pearl River Estuary" (the "Livable Bay Area Study") was completed in December 2014. The Planning Department (PlanD) today (February 2) promulgated the Stage 2 Public Engagement Report and the Updated Summary of Recommendations for the "Livable Bay Area Study", which are uploaded to the Study website (www.prdbay.com/ft/home.asp) for public viewing.

     The "Livable Bay Area Study" is a conceptual regional planning study jointly undertaken by the Governments of Hong Kong, Guangdong and Macau, under the established town planning co-operation mechanisms between Guangdong and Hong Kong and between Guangdong and Macau. The study was launched in April 2010 to explore ways of facilitating the development of the "Bay Area of the Pearl River Estuary" into a core area of quality living as well as the economic prosperity in the Greater Pearl River Delta. The recommendations of the study were mainly on principles and directions, serving as reference for the governments of the three sides in their respective planning work. The three places would take into account their respective social circumstances and follow their respective established mechanisms in formulating their own plans to realise the vision of a Livable Bay Area.

     "Two stages of public engagement for this study have been undertaken. The Stage 2 Public Engagement conducted in Hong Kong was completed in April 2014. Public views have been incorporated in the final recommendations of the study where appropriate," a spokesman for PlanD said.

     "To sum up, the views received during the Stage 2 Public Engagement generally considered that the primary focus of livable development was on the well-being of the residents and sustainable development of the Bay Area as a whole. These views are consistent with the vision of a Livable Bay Area put forth under the study. A summary of the major public views and the relevant responses are provided in the Stage 2 Public Engagement Report. Updating, mainly on technical and editorial amendments, arising from the comments and responses, has been incorporated in the Updated Summary of Recommendations where appropriate," the spokesman added.
