Police will implement special traffic arrangements on Hong Kong Island on November 23 (Sunday) to facilitate the holding of two public order events.
A. Hong Kong Stadium
The following traffic arrangements will be implemented from 1pm:
I. Road closure
- Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path;
- Westbound Hysan Avenue between Sunning Road and Hoi Ping Road.
II. Traffic diversion
- Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one way southbound;
- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one way northbound;
- Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road;
- Traffic from northbound Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
- Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one way eastbound;
- Eastbound Hysan Avenue will have two traffic lanes for vehicles turning right to Hoi Ping Road;
- Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
- Vehicles leaving The Lee Gardens must turn left to eastbound Hysan Avenue;
- If necessary, vehicles on Lan Fong Road will not be allowed to turn left to southbound Lee Garden Road. Affected vehicles will be diverted to northbound Lee Garden Road, Foo Ming Street and southbound Percival Street; and
- If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
III. Passenger alighting arrangements
- The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and
- The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance.
The following traffic arrangements will be implemented from 4pm if necessary:
I. Road closure
- Caroline Hill Road;
- Eastern Hospital Road;
- Downhill section of northbound Link Road (except for vehicles heading for No. 1, 3, 5 and 7 of Link Road);
- Hoi Ping Road; and
- Leighton Road.
II. Traffic diversion
- Before the end of the event, vehicles may be permitted to leave the South China Athletic Association car parks, Electrical and Mechanical Services Department (EMSD) Workshops and former Civil Aid Service Headquarters by turning right at the western exit to northbound Caroline Hill Road. Vehicles may also be permitted to leave at the eastern exit of EMSD Workshops and turn left to northbound Caroline Hill Road;
- Before the end of the event, vehicles may be permitted to exit buildings on Eastern Hospital Road by turning right to northbound Eastern Hospital Road;
- Vehicles on westbound Leighton Road cannot enter Caroline Hill Road for Link Road; and
- When Leighton Road is closed, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East cannot turn left to Leighton Road.
The following roads will be prohibited to all learner drivers between noon and 5.30pm:
- Westbound Leighton Road;
- Sharp Street East;
- Percival Street south of Hennessy Road;
- Caroline Hill Road;
- Link Road;
- Stadium Path;
- Cotton Path;
- Eastern Hospital Road; and
- Eastern Hospital Road service road.
In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
All on-street parking spaces on the following roads will be suspended between noon and 5.30pm:
- Stadium Path;
- Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
- Hoi Ping Road.
B. Western District
I. Road closure
- Queen・s Road West between Belcher・s Street and Praya, Kennedy Town will be closed to from 9am to 5.30pm;
- Queen・s Road West between Hill Road and Belcher・s Street, and Belcher・s Street between Queen・s Road West and Collinson Street will be closed from 1pm to 5pm; and
- Hill Road between Pok Fu Lam Road and Queen・s Road West will be closed from 1.45pm to 2.30pm.
II. Traffic diversion
- From 9am to 1pm, traffic along Queen・s Road West heading for Praya, Kennedy Town must turn left to Belcher・s Street;
- From 1pm to 5pm, traffic along Queen・s Road West east of Hill Road must turn right to Hill Road; traffic along Queen・s Road West or Hill Road heading for Kennedy Town will be diverted through Hill Road, westbound Des Voeux Road West and westbound Praya, Kennedy Town; and
- From 1.45pm to 2.30pm, traffic along westbound Bonham Road heading for Hill Road cannot turn left to Hill Road and must turn right to Third Street, and traffic along westbound Pok Fu Lam Road heading for Hill Road cannot turn right to Hill Road and must turn right to Third Street.
III. Suspension of parking spaces
All metered parking spaces and motorcycle parking spaces on Hill Road will be suspended from 11am to 5pm.
Any vehicles found illegally parked within the precinct of the above areas will be towed away without prior notice.
Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the area. Motorists are advised to drive with care and patience and follow the instruction of the Police at scene.
