Police will implement special traffic arrangements tomorrow (November 8) to facilitate the holding of a procession in Causeway Bay and Wan Chai, and a soccer match at the Hong Kong Stadium.
Causeway Bay and Wan Chai

I. Road closure
Phase I
The following roads will be closed to all vehicular traffic from 2.15 pm until the crowd is dispersed:
- The U-turn slip road between southbound and northbound Gloucester Road;
- Sugar Street;
- Jardineˇ¦s Bazaar;
- Tang Lung Street;
- Canal Road East between Hennessy Road and Russell Street;and
- Southbound Gloucester Road between Victoria Park Road flyover and Causeway Road will be intermittently closed.
Phase II
The following roads will be closed to all vehicular traffic from about 2.45 pm until the crowd is dispersed:
- Westbound Yee Wo Street between Pennington Street and Hennessy Road;
- Yun Ping Road between Kai Chiu Road and Pak Sha Road;
- Kai Chiu Road;
- Lee Garden Road between Kai Chiu Road and Hennessy Road;
- Westbound Hennessy Road;
- Canal Road West between Sharp Street West and Hennessy Road;
- Wan Chai Road between Canal Road West and Morrison Hill Road;
- Bowrington Road between Sharp Street West and Hennessy Road;
- The slip road leading from eastbound Johnston Road to westbound Hennessy Road;
- Eastbound Hennessy Road between Arsenal Street and Fenwick Street will be intermittently closed;
- Fenwick Street will be intermittently closed;
- Westbound Gloucester Road will be intermittently closed; and
- Southbound Fenwick Pier Street will be intermittently closed.
II. Traffic diversion
Phase I
The following traffic diversion will be implemented from 2.15 pm until the crowd is dispersed:
- Traffic along southbound Gloucester Road cannot turn right to northbound Gloucester Road;
- Traffic along southbound Victoria Park Road flyover will be diverted to turn right to westbound Gloucester Road service road if necessary;
- Traffic along southbound Gloucester Road heading for Causeway Road will be diverted to southbound Tai Hang Road flyover if necessary;
- Traffic along eastbound Great George Street will be diverted to turn left to northbound Gloucester Road except vehicles heading for southbound Tai Hang Road flyover;
- Traffic along westbound Irving Street will be diverted to turn right to northbound Pennington Street;
- Traffic along westbound Russell Street will be diverted to turn left to southbound Canal Road East; and
- Traffic along westbound Hennessy Road cannot turn left to Canal Road East.
Phase II
The following traffic diversion will be implemented from 2.45 pm until the crowd is dispersed:
- Traffic along northbound Pennington Street will be diverted to turn right to eastbound Yee Wo Street;
- Traffic along northbound Yun Ping Road will be diverted to turn left to Pak Sha Road or Lan Fong Road;
- Traffic along northbound Canal Road West near Sharp Street West will be diverted to the up-ramp leading to northbound Canal Road flyover;
- Traffic along eastbound Sharp Street West will be diverted to the up-ramp leading to northbound Canal Road flyover;
- Traffic along eastbound Sharp Street West cannot turn left to northbound Bowrington Road;
- Traffic along northbound Bowrington Road will be diverted to turn right to eastbound Sharp Street West;
- Traffic along eastbound Wan Chai Road will be diverted to turn right to southbound Morrison Hill Road;
- Traffic along southbound Stewart Road cannot turn right to westbound Hennessy Road;
- Traffic along southbound Fleming Road cannot turn right to westbound Hennessy Road;
- Traffic along northbound Fleming Road cannot turn left to westbound Hennessy Road;
- Traffic along westbound Gloucester Road service road cannot turn left to southbound Fenwick Street; and
- Traffic along westbound Fenwick Pier Street will be diverted to westbound Lung Wo Road.
III. Suspension of car parks
All car parks along Great George Street and westbound Hennessy Road may be closed at short notice if necessary. In addition, vehicles may not be permitted to leave these car parks during the road closure period.
Hong Kong Stadium

The following traffic arrangements will be implemented from 4pm:
I. Road closure
- Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path; and
- Westbound Hysan Avenue between Sunning Road and Hoi Ping Road.
II. Traffic diversion
- Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one way southbound;
- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one way northbound;
- Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road;
- Traffic from northbound Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
- Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one way eastbound;
- Eastbound Hysan Avenue will have two traffic lanes for vehicles turning right to Hoi Ping Road;
- Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
- Vehicles leaving The Lee Gardens must turn left to eastbound Hysan Avenue;
- If necessary, vehicles on Lan Fong Road will not be allowed to turn left to southbound Lee Garden Road. Affected vehicles will be diverted to northbound Lee Garden Road, Foo Ming Street and southbound Percival Street; and
- If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.
III. Passenger alighting arrangements
- The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and
- The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance.
The following traffic arrangements will be implemented from 7pm if necessary:
I. Road closure
- Caroline Hill Road;
- Eastern Hospital Road;
- Downhill section of northbound Link Road (except for vehicles heading for No. 1, 3, 5 and 7 of Link Road);
- Hoi Ping Road; and
- Leighton Road.
II. Traffic diversion
- Vehicles on westbound Leighton Road cannot enter Caroline Hill Road for Link Road. Affected vehicles will be diverted via Wong Nai Chung Road and Broadwood Road;
- When Leighton Road is closed, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East cannot turn left to Leighton RoadˇF
- Before the end of the event, vehicles may be permitted to leave the South China Athletic Association car parks, Electrical and Mechanical Services Department (EMSD) Workshops and former Civil Aid Service Headquarters by turning right at the western exit to northbound Caroline Hill Road. Vehicles may also be permitted to leave at the eastern exit of EMSD Workshops and turn left to northbound Caroline Hill Road; and
- Before the end of the event, vehicles may be permitted to exit buildings on Eastern Hospital Road by turning right to northbound Eastern Hospital Road.
The following roads will be prohibited to all learner drivers between 3pm and 8.30pm:
- Westbound Leighton Road;
- Sharp Street East;
- Percival Street south of Hennessy Road;
- Caroline Hill Road;
- Link Road;
- Stadium Path;
- Cotton Path;
- Eastern Hospital Road; and
- Eastern Hospital Road service road.
In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
All on-street parking spaces on the following roads will be suspended between 3pm and 8.30pm:
- Stadium Path;
- Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
- Hoi Ping Road.
If necessary, car parks along Caroline Hill Road, Eastern Hospital Road and Stadium Path may be closed in short notice. Vehicles in car parks within the road closure area may not be allowed to leave during the road closure period.
Any vehicles found illegally parked within the precinct of the above areas will be towed away without prior notice.
Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the area. Motorists are advised to drive with care and patience and follow the instruction of the Police at scene.
