Steering Committee on Review of Hospital Authority holds seventh meeting

     The Steering Committee on Review of Hospital Authority (HA) held its seventh meeting today (November 4).

     The committee has in previous meetings considered matters relating to the HA's management and organisation structure, resource management, staffing management, cost-effectiveness, service management and overall management and control. It has also started the discussion of recommendations on two areas (namely resource management and staffing management). At this meeting, members continued the discussion of recommendations on the remaining areas.

     Preliminarily, in respect of management and organisation structure, cost effectiveness and service management as well as overall management and control, the committee agreed to the need for the cluster arrangement but considered that the HA should strengthen central co-ordination to enhance the consistency of basic service provision and operation in various clusters. The committee also considered that the HA should implement an improvement plan to shorten waiting time and address the access block problem at some Accident & Emergency Departments. At the same time, the HA should improve service quality and patient safety through measures such as strengthening the roles of the Central Coordinating Committee on clinical governance.

     The committee has completed its preliminary discussions of the recommendations on various areas under the review. It will next summarise the discussions and suggestions. It is expected that the review and the relevant review report will be completed early next year.
