Special traffic arrangements on Hong Kong Island for public order events

     Police will implement special traffic arrangements on October 26 (Sunday)to facilitate the holding of three public order events on Hong Kong Island.

Hong Kong Stadium

************************

     The following traffic arrangements will be implemented from 8.30am:

I. Road closure

- Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path (except vehicles heading for St. Paul's Hospital during the closure of Tung Lo Wan Road);
- Westbound Hysan Avenue between Hoi Ping Road and Sunning Road; and
- If necessary, downhill section of northbound Link Road  (except vehicles heading for Link Road No. 1A, 3, 5 and 7).

II. Traffic diversion

- Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one-way southbound;
- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one way northbound;
- Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road;
- Traffic from northbound Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road;
- Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one way eastbound;
- Eastbound Hysan Avenue will have two traffic lanes for vehicles turning right to Hoi Ping Road;
- Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
- Vehicles leaving the Lee Gardens must turn left to eastbound Hysan Avenue;
- If necessary, vehicles on Lan Fong Road cannot turn left to southbound Lee Garden Road. Affected vehicles will be diverted to northbound Lee Garden Road, Foo Ming Street and southbound Percival Street; and
- If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.

 
III. Passenger alighting arrangements
 
- The drop-off zone for coaches will be at the western kerbside of Caroline Hill Road outside the southern side of South China Athletic Association, Cotton Path, the southern kerbside of Eastern Hospital Road near Cotton Path, and Stadium Path;
- The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and
- The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance.
 
     The following traffic arrangements will be implemented from 12.30pm:
 
I. Road closure

- Caroline Hill Road;
- Eastern Hospital Road;
- Eastern Hospital Road service road;
- Cotton Path;
- Hoi Ping Road;
- If necessary, the downhill section of northbound Link Road (except for vehicles heading for No. 1A, 3, 5 and 7 on Link Road); and
- If necessary, Leighton Road.

 
II. Traffic diversion
 
- Vehicles on Leighton Road will not be allowed to enter Caroline Hill Road for Link Road. Affected vehicles heading for Link Road will be diverted through Wong Nai Chung Road and Broadwood Road; and
- When Leighton Road is closed, traffic from westbound Causeway Road will be directed to Irving Street; traffic from eastbound Morrison Hill Road will be diverted through Canal Road West; traffic from southbound Percival Street must turn right to westbound Leighton Road; and traffic from southbound Canal Road East cannot turn left to Leighton Road.
 
     The following roads will be prohibited to all learner drivers between 7.30am and 2.30pm:

- Leighton Road;
- Hysan Avenue;
- Percival Street south of Hennessy Road;
- Caroline Hill Road;
- Link Road;
- Stadium Path;
- Cotton Path;
- Eastern Hospital Road; and
- Eastern Hospital Road service road.
 
     In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
 
     All on-street parking spaces on the following roads will be suspended between 7.30am and 2.30pm:
 
- Stadium Path;
- Northbound Caroline Hill Road between Stadium Path and Cotton Path; and
- Hoi Ping Road.
 
     If necessary, car parks along Caroline Hill Road, Eastern Hospital Road, Stadium Path, and a section of Tung Lo Wan Road between Cotton Path and Causeway Road may be closed at short notice.

     Vehicles in car parks within the road closure areas may not be permitted to leave the car parks during the road closure period.

The Peak

     The following traffic arrangements will be implemented between 8.30am and 5pm:

Phase I (From 8.30am to 9.45am)

     A section from no. 22 Mount Kellet Road to no. 78 Mount Kellet Road will be re-routed from two-way operation to one-way operation in a clockwise direction.

Phase II (From 9.45am to 11.30am)

- Mount Kellett Road will be closed to all vehicular traffic;
- Homestead Road and Jardine Bridge will be intermittently closed; and
- Diversion on Mount Kellett Road and a section of Plunkettˇ¦s Road between Plantation Road and Jardineˇ¦s Bridge may also be implemented.

Phase III (From 11.30am to 5pm)

     A section from no. 22 Mount Kellet Road to no. 78 Mount Kellet Road will be re-routed from the two-way operation to one-way operation in a clockwise direction.

     In addition, meter parking spaces near no. 14  Mount Kellet Road and near no. 100 Peak Road will be suspended from 6am to noon.

Causeway Bay and Wan Chai

     The following roads will be intermittently closed from 3pm until the crowd is dispersed:

- Sugar street;
- Yee Wo Street;
- Pennington Street;
- Jardineˇ¦s Bazaar; and
- Westbound Hennessy Road.

     Vehicles in car parks along the procession route may not be permitted to leave the car parks during the road closure period.

     Any vehicles found illegally parked within the precinct of the above areas will be towed away without prior notice.

     Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the area. Motorists are advised to drive with care and patience and follow the instruction of the Police at scene.
