The Drainage Services Department (DSD) today (October 8) signed a $248 million consultancy agreement with AECOM Asia Company Limited for the major works of the relocation of the Sha Tin Sewage Treatment Works to caverns.

The scope of the agreement comprises preliminary and detailed designs, detailed impact assessments, site investigations, public engagement activities, and tendering and supervision for the construction works. The investigation and design works are scheduled for completion in phases starting from 2017 and the construction works will commence afterwards.

Speaking at the signing ceremony, the Director of Drainage Services, Mr Daniel Chung, said, "Relocating the Sha Tin Sewage Treatment Works to caverns will release the existing site of about 28 hectares for uses that could improve livelihood. It is an innovative project that makes effective use of underground spaces for sustainable development and enhances the environment for the benefit of the community. Meanwhile, the project involves several professional engineering disciplines, and we will look into the possibility of introducing relevant advanced technologies and make reference to overseas experience with a view to optimising the benefits of the project."

He added, "At the feasibility study stage, we adopted a brand-new 'Experiential, Multi-platform and Iconic' approach in conducting public engagement activities. With this innovative concept, the project has gained international recognition. It was named as the Winner in the Marketing & Communications category in the 2014 International Water Association Project Innovation Awards global competition. At the investigation and design stage, we will continue to maintain close contact with the stakeholders in refining and taking forward the project through innovative means."
