Draft Chuen Lung and Ha Fa Shan Development Permission Area Plan approved

     The Chief Executive in Council has approved the draft Chuen Lung and Ha Fa Shan Development Permission Area (DPA) Plan.

     "The approved DPA Plan provides planning guidance and facilitates development control within the Chuen Lung and Ha Fa Shan area during the period required for detailed analysis of the land use pattern, study of infrastructural provisions and examination of development options for the formulation of an outline zoning plan (OZP)," a spokesman for the Town Planning Board said today (October 3).

     The draft DPA Plan covers about 209.95 hectares. The DPA, located at the north-western fringe of the Tsuen Wan New Town, mainly comprises the stream valleys surrounding Chuen Lung and the upper foothills around Ha Fa Shan to the south of Tai Lam Country Park. Traversed by Route Twisk, the DPA is bounded to the east by Tai Mo Shan Country Park, and to the west by Tai Lam Country Park.

     The general planning intention for the DPA is to protect the natural habitats and the rural landscape which complement the overall natural environment and the landscape beauty of the surrounding Tai Lam Country Park and Tai Mo Shan Country Park, and to prevent haphazard developments in the DPA. The planning intention is also to reflect the existing recognised Chuen Lung Village.

     About 2.79 hectares of the DPA is zoned "Village Type Development" to reflect the existing recognised village and to provide land considered suitable for village expansion.

     The remaining 207.16 hectares of the DPA is designated "Unspecified Use", pending detailed analysis and studies to establish the appropriate land uses in the course of preparing an OZP.

     The approved Chuen Lung and Ha Fa Shan DPA Plan No. DPA/TW-CLHFS/2 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, the Tsuen Wan District Office and the Tsuen Wan Rural Committee.

     Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
