Applications for subsidy scheme on retrofitting refuse collection vehicles to close on September 30 (with photo)
*********************************************************

The Environmental Protection Department (EPD) today (September 21) reminded private refuse collection vehicle (RCV) owners that applications for the subsidy scheme to help them retrofit their vehicles will close on September 30. Those private RCV owners who intend to join the scheme are urged to submit their applications before the deadline.

The EPD launched a one-off subsidy scheme on January 10 this year to help private RCV owners to install metal tailgate covers and waste water sump tank to address environmental hygiene and odour problems caused by RCVs without such devices.

A spokesman for the EPD said the trade's response to the scheme has been very good. Up to September 17, 302 applications were received by the EPD, representing 90 per cent of private RCVs, and 190 RCVs have already been retrofitted under the scheme.

The EPD noted that some private RCV owners intended to apply for the EPD scheme for "Phasing Out Pre-Euro IV Diesel Commercial Vehicles" to receive an ex-gratia payment to replace their old RCVs instead of applying for the subsidy scheme, the spokesman said.

The EPD has reminded the trade that the Waste Disposal (Designated Waste Disposal Facility) (Amendment) Regulation 2013 (Amendment Regulation) is planned to take effect on April 1, 2015. After the commencement of the Amendment Regulation, all RCVs driven to landfills or refuse transfer stations must be equipped with a metal tailgate cover and waste water sump tank of suitable construction and in good working condition. Offenders will be liable to a maximum fine of $100,000.

Details of the subsidy scheme and the application form have been uploaded to the EPD's website: www.epd.gov.hk/epd/rcv_subsidy (Chinese version only).

For further information about the subsidy scheme, please call the EPD at 2872 1847.
