Third meeting of Hong Kong/Guangdong Joint Liaison Group on Combating Climate Change held in Guangzhou (with photos)

     The Hong Kong/Guangdong Joint Liaison Group on Combating Climate Change (JLGCCC) held its third meeting in Guangzhou today (July 30). The meeting was co-chaired by the Secretary for the Environment of the Hong Kong Special Administrative Region Government, Mr Wong Kam-sing, and the Director of the Guangdong Development and Reform Commission (GDDRC), Mr Li Chunhong. The meeting reviewed the collaboration of the two sides in 2013-14 and agreed on a work plan for 2014-15.

     The outcomes of collaboration in the past year mainly included:

* The Hong Kong Observatory and the Guangdong Meteorological Bureau held a technical seminar on climate projection for the Pearl River Delta region, focusing on projection methodologies, data analysis and study results, in Guangzhou in October 2013;

* The Environment Bureau and the GDDRC jointly held a climate change adaptation workshop in Guangzhou in March 2014. It was the first exchange on adaptation issues by officials of the two sides since the establishment of the JLGCCC. A total of more than 30 representatives from government departments of the two places attended the workshop;

* The Environment Bureau and the Electrical and Mechanical Services Department worked out the contents and programme of an exchange seminar on building energy efficiency with the Guangdong Department of Housing and Urban-Rural Development. They planned to jointly hold the seminar on measures and technologies of energy conservation and efficiency in buildings later in Hong Kong; and

* The Environmental Protection Department led a Hong Kong delegation of 20 participants, including representatives from relevant government departments and certification bodies, to attend a carbon trading seminar organised by the GDDRC in Guangzhou in July 2014.

     The work plan for 2014-15 mainly includes:

* Carrying out further exchanges on climate projection for the Pearl River Delta region, such as comparing the results of different projection methods used by the two sides;

* Holding exchanges on urban drainage system design and slope safety management;

* Exchanging information on progress of key climate change adaptation work of the two places to facilitate exploration of collaboration on climate change adaptation issues of mutual interest;

* Organising the seminar on measures and technologies of energy conservation and efficiency in buildings; and

* Conducting exchanges on low-carbon products certification and carbon footprint repository.

     The JLGCCC was set up under the Hong Kong/Guangdong Co-operation Joint Conference in 2011 with a view to co-operating on combating climate change, co-ordinating relevant measures and activities, and promoting related scientific research and technology development. Two working groups have been set up under the JLGCCC to initiate and take forward co-operation initiatives and to enhance exchanges on climate change adaptation and mitigation respectively.

     Government bureaux and departments attending the meeting today included, from Hong Kong, the Environment Bureau, the Environmental Protection Department, the Electrical and Mechanical Services Department, the Hong Kong Observatory, the Drainage Services Department and the Civil Engineering and Development Department. The Guangdong government bodies in attendance were the GDDRC, the Provincial Meteorological Bureau, the Provincial Economic and Information Commission, the Provincial Department of Science and Technology, the Provincial Environmental Protection Department, the Provincial Academy of Sciences, the Provincial Department of Land and Resources, the Provincial Communications Department, the Provincial Water Resources Department, the Provincial Department of Agriculture, the Provincial Health and Family Planning Commission, the Provincial Forestry Department, the Provincial Administration of Ocean and Fisheries, the Provincial Administration of Quality and Technology Supervision, the Provincial Department of Housing and Urban-Rural Development, and the Hong Kong and Macao Affairs Office of the People's Government of Guangdong Province.
