2014-15 civil service pay adjustment

     The Civil Service Bureau (CSB) announced today (June 17) that after considering the responses of the staff sides of the four civil service central consultative councils to the pay offers from the Administration, the Chief Executive (CE) in Council decided that, with retrospective effect from April 1, 2014, the pay for the directorate and civil servants in the upper salary band should be increased by 5.96 per cent, and that for civil servants in the middle and lower salary bands should be increased by 4.71 per cent.

     A CSB spokesperson said, "In arriving at the pay adjustment decision, the CE in Council has taken into full account the six relevant factors under the civil service pay adjustment mechanism:

(a) the net pay trend indicators derived from the pay trend survey;
(b) the state of Hong Kong's economy;
(c) changes in the cost of living;
(d) the Government's fiscal position;
(e) the pay claims of the staff sides; and
(f) civil service morale.

     "Having taken into account all the above six factors, as well as the staff sides' responses to the pay offers and their justifications, the CE in Council considers that this year's civil service pay adjustment should be the same as the pay offers."

     The Government will invite the Finance Committee of the Legislative Council to approve the 2014-15 civil service pay adjustment at its meeting to be held on July 11.
