Dr Lee is a seasoned senior executive with a solid record of accomplishment in health-care management. Prior to his current appointment, he was the Chief Manager (Financial Planning) from 2007 to 2011. His past achievements have included leading the development and refinement of the HA's performance monitoring and accountability reporting systems, and organising the management of cross-border and cross-cluster clinical service issues.

He was also involved in steering the development and implementation of various types of hospital funding systems. The recently implemented online checking of non-permanent Hong Kong identity card holders for eligibility for subsidised public health-care services was developed under his leadership.

Dr Deacons Yeung Tai-kong, a radiologist by profession, is currently HA Chief Manager (Financial Planning) and started his management career in 2004 as Executive Manager (Professional Services) in the Legal Service Section. In 2006, he led the project of Doctor Work Reform to address doctors' long working hours. In 2010, he became the Chief Manager (Cluster Performance) overseeing the performance of seven clusters and co-ordinating cross-cluster services including organ transplant services.

In his current position, Dr Yeung is responsible for the liaison with the Government on the reviews of funding and charging arrangements. He has successfully launched the new Patient Billing and Revenue Collection System in all public hospitals. On top of his current responsibilities, Dr Yeung is being seconded to assist the Hong Kong West Cluster Chief Executive in the redevelopment of Queen Mary Hospital and the implementation of the cluster-wide Clinical Service Plan.

The HA Chief Executive, Dr Leung Pak-yin, wished both of them every success in their new positions.
