The Chief Executive in Council has approved the draft Cha Kwo Ling, Yau Tong, Lei Yue Mun Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use framework to guide development and redevelopment in the Cha Kwo Ling, Yau Tong and Lei Yue Mun area," a spokesman for the Town Planning Board said today (May 16).
The Planning Scheme Area, covering about 264 hectares of land, is located in East Kowloon within the Kwun Tong District. It is bounded by the hilly ranges of Black Hill, Chiu Keng Wan Shan and Devil's Peak (Pau Toi Shan ) to the east; Lei Yue Mun Strait to the south; Victoria Harbour, Wai Yip Street and Cha Kwo Ling Road to the west and Lei Yue Mun Road and Lam Tin area to the north-west.
Most of the existing private and public residential developments in the area fall within the "Residential (Group A)" zone (about 87.1 hectares). Two sites, one at Yau Tong Bay and the other at Yau Tong Industrial Area (YTIA), are zoned "Comprehensive Development Area" (about 14.9 hectares) for comprehensive residential and commercial development with provision of open space and other community and supporting facilities. The existing Lei Yue Mun Village is located within the "Village Type Development" zone (about 7.9 hectares).
To encourage the phasing out of existing industrial uses through redevelopment (or conversion) for residential use, five industrial sites in YTIA are zoned "Residential (Group E)" ("R(E)") (about 5.8 hectares). Under the "R(E)" zoning, planning permission for residential development is required in order to address the potential industrial/residential interface problems in the redevelopment process.
About 3.4 hectares of land is zoned "Commercial" to provide for commercial developments to serve the area. The "Other Specified Uses" zones (about 6 hectares) are allocated for specific uses including the existing petrol filling station, Eastern Harbour Crossing toll plaza, railway station and ventilation buildings, sewerage treatment plant, a planned lorry park and a site reserved for general business uses.
To provide land for various government, institution and community (GIC) facilities to serve the needs of residents in the area and those in the adjoining areas, about 29.5 hectares of land are zoned "Government, Institution or Community". Major existing GIC facilities include Yung Fung Shee Memorial Centre, East Kowloon Health Centre, Sai Tso Wan Neighbourhood Community Centre, the Hong Kong Society for Rehabilitation Lam Tin Complex, Princess Alexandra Red Cross Residential School, Kwun Tong Law Courts and Kowloon East Government Offices.
To provide land for both active and passive recreational uses, about 20 hectares of land are zoned "Open Space". Major open spaces include Sam Ka Tsuen Recreation Ground, Laguna Park, Sai Tso Wan Recreation Ground and Sin Fat Road Tennis Court. Sites have been reserved for development of district open space and a waterfront promenade linking to the promenade in the South East Kowloon Area.
To conserve, protect and retain the lighthouse, the natural coastlines and the coastal natural environment with a minimum of built development, about 0.1 hectare of land is zoned "Coastal Protection Area". About 54.9 hectares of land is zoned "Green Belt" to preserve existing hill slopes.
The approved Cha Kwo Ling, Yau Tong, Lei Yue Mun OZP No. S/K15/21 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Kowloon District Planning Office and the Kwun Tong District Office.
Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at www.info.gov.hk/tpb.
