The Government announced today (April 18) the appointment of four new members to the Lump Sum Grant Steering Committee (LSGSC) for a term of two years with effect from April 22, 2014.
The LSGSC is chaired by the Director of Social Welfare and comprises 17 non-official members and two ex-officio members. Six of them are independent members and the remaining 11 members have backgrounds related to the Lump Sum Grant Subvention System, including non-governmental organisations' (NGOs') management, service users and staff unions.
The four new members of the LSGSC are Ms Au Chor-kwan, Ms Anna May Chan Mei-lan, Mr Chua Hoi-wai and Mr Matthew Lee Siu-chung.
Ms Au Chor-kwan is from the business sector. She is the District Manager of Dah Sing Bank and also a member of the Advisory Committee on Enhancing Self-Reliance Through District Partnership Programme and the Criminal and Law Enforcement Injuries Compensation Boards.
Ms Anna May Chan Mei-lan is a lawyer and has been actively participating in community service. She is a member of the Social Welfare Advisory Committee and the Disciplinary Committee Panel of the Social Workers Registration Board.
Mr Chua Hoi-wai is the Chief Executive of the Hong Kong Council of Social Service. He is also a member of the Commission on Poverty. Mr Chua has rich experience in the social work profession and social work administration.
Mr Matthew Lee Siu-chung is an experienced social worker and the unit-in-charge of Stewards Yiu On Halfway House, a halfway house for ex-mentally ill persons.
The LSGSC was reconstituted in April 2009 to strengthen its role and composition as recommended by the Review Report on the Lump Sum Grant Subvention System (the Report) issued in December 2008. Apart from monitoring the implementation of the Lump Sum Grant Subvention System and identifying areas for improvement, it also monitors the implementation of the recommendations in the Report and facilitates sharing of information and experience among the Social Welfare Department, NGOs, their staff and service users.
