Hospital Authority announces senior management appointments (with photos)

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) today (February 27) announced the appointment of Dr Chui Tak-yi as Cluster Chief Executive (Kowloon East) and Hospital Chief Executive of United Christian Hospital (UCH) with effect from July 1, 2014, upon the retirement of current Cluster Chief Executive Dr Joseph Lui, and the appointment of Dr Doris Tse Man-wah as Hospital Chief Executive of Caritas Medical Centre with effect from September 1, 2014, succeeding Dr Ma Hok-cheung upon his retirement.

     Dr Chui is a physician by background and is currently Hospital Chief Executive of Haven of Hope Hospital (HHH). Prior to this appointment, he was the Chief of Service of the Geriatric & Rehabilitation Unit of HHH. In addition to his role as Hospital Chief Executive of HHH, Dr Chui also took up a number of cluster management responsibilities such as Service Director (Occupational Medicine and Care Service) and Deputising Chief Manager (Service Planning and Transformation). He has been a member of the UCH Ambulatory Block capital work Project Executive Committee and was responsible to co-ordinate issues related to planning and decanting of patient services. He has also contributed significantly to quality and safety, the filmless project and critical incident support in Kowloon East Cluster.

     Dr Chui was also seconded to the HA Head Office for a period of six months to deputise as Chief Manager (Patient Safety and Risk Management) in late 2012. During the short tenure, he set up a platform to bridge the Patient Safety and Risk Management Department with Service Directors (Quality and Safety) of all clusters to enhance alignment of service direction and ensure smooth execution of corporate policies.

     Dr Tse is a physician by background and a specialist in critical care medicine and palliative medicine. She is currently Chief of Service of the Department of Medicine & Geriatrics/Intensive Care Unit of Caritas Medical Centre. She is also actively involved in cluster management and serves as the Chairman of the Steering Committee on Document Control, Co-chair of the Palliative Care Coordinating Committee and member of the Kowloon West Cluster Clinical Ethics Committee and the Medicine & Geriatrics and Intensive Care Coordinating Committees.

     At corporate level, Dr Tse chairs the Working Group on Document Management in the HA Head Office and co-chairs the Central Coordinating Committee in Medicine and the Work Group on Do-not-attempt-cardiopulmonary-resuscitation Guidelines. She is also an active member of the Central Committee on Palliative Care, the Clinical Ethics Committee and the Work Group on Prevention of In-patient Suicide in Non-psychiatric Setting.

     During the past years, she has been instrumental in promotion of palliative and end-of-life care for both cancer and non-cancer patients in various clinical settings, leading her department successfully through the hospital accreditation scheme and promotion of quality document control at the hospital, cluster and corporate levels.

     The HA Chief Executive, Dr Leung Pak-yin, congratulated Dr Chui and Dr Tse on their new appointments and wished both of them every success in taking up the new posts.
