The following is issued on behalf of the Housing Authority:

The Housing Authority (HA) hosted the Estate Management Services Contractors Awards 2013 presentation ceremony today (February 26). A total of 26 awards were presented to estate management services contractors and estate managers in recognition of their outstanding performance in managing the HA's properties in the past year.

Officiating at the presentation ceremony, the Deputy Director of Housing (Estate Management), Mr Albert Lee, said, "We encourage the services contractors to make continuous improvements in providing quality services to meet the rising needs of residents through the annual awards presentation. In the face of the new challenge of a great increase in housing production, we continue to join hands with contractors to strive for further enhancement of management efficiency."

A new award for "Best Property Services Agent (Tenants Purchase Scheme)" was introduced this year, to acknowledge the service excellence in different types of HA properties. The Estate Management Services Contractors Awards is organised annually to give due recognition to services contractors with excellent performance. The awards of this year went to 12 property services contractors and six estate managers. The estates managed by the winners of "Best Public Rental Housing Estate (Property Services)" are Ching Ho Estate, Tin Ching Estate, Cheung Ching Estate, Shek Lei (II) Estate, Shui Pin Wai Estate, Fu Tung Estate and Sheung Lok Estate. (Please see attached table for details.)

The award winners were determined based on the combined scores given by the assessment panel, the Housing Department's supervisory teams, feedback from the Estate Management Advisory Committees and the results of random surveys conducted among the residents.

The HA started to outsource the management of its housing estates in 1999. Currently, more than half of its public rental housing estates are managed by property services agents. By leveraging the private sector's resources and experience in managing private properties, the HA seeks to raise the level of its estate management services and to provide a safe and pleasant living environment for its tenants.

The HA reviews its outsourcing strategy regularly and monitors the performance of its contractors closely to ensure their delivery of quality services. Over the years, the HA has built close ties with the service contractors. Good communications and exchanges are imperative to strengthening the partnership and improvement in estate management services.
