     The Government announced today (February 18) that Mr Michael Wong Wai-lun, Director of Information Services, will assume the post of Director of Marine on February 27, 2014. He will succeed Mr Francis Liu Hon-por, who will retire after 27 years of service with the Government.

     Commenting on the appointment, the Secretary for the Civil Service, Mr Paul Tang, said, "The appointee is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will ably lead the Marine Department to meet various upcoming challenges."

     On the retirement of Mr Liu, Mr Tang said, "During his faithful service over the past 27 years, Mr Liu has contributed to the work of the Marine Department with professionalism. We sincerely wish him a happy retirement."

     Brief biographical notes on the two officers are set out below:

Mr Francis Liu Hon-por

     Aged 59, Mr Liu joined the Government as a Marine Officer in April 1986. He was promoted to Principal Marine Officer in November 1996, to Assistant Director of Marine in June 2004 and to Deputy Director of Marine in February 2008. He has been Director of Marine since November 2011.

Mr Michael Wong Wai-lun

     Aged 51, Mr Wong joined the Administrative Service in August 1985 and rose to his present rank of Administrative Officer Staff Grade A in April 2011.

     Mr Wong has served in various bureaux and departments, including the former City and New Territories Administration, the former Television and Entertainment Licensing Authority, the former Legal Department, the Central Policy Unit, the former Trade and Industry Branch, the former Business and Services Promotion Unit, and the former Economic Services Bureau. He was Deputy Secretary for Security from September 2001 to July 2006, Deputy Secretary for Economic Development and Labour (Economic Development) from July 2006 to June 2007, and Deputy Secretary for Education from July 2007 to August 2009. He has been Director of Information Services since August 2009.
