     Following is the transcript of remarks by the Chief Executive, Mr C Y Leung, and the Secretary for Security, Mr Lai Tung-kwok, at a media session at the ground floor lobby of the Office of the Chief Executive at Tamar this afternoon (January 29):

Reporter: Chief Executive, how will this affect consular corp individuals already in the territory?  And do you expect as this involves diplomatic representation, the possibility that there could be a reciprocal action from the Philippine side?

Chief Executive: Technical question. I will ask the Secretary for Security.

Secretary for Security: For those accredited consular officials in Hong Kong, they will not be affected. They will not be affected because they are accredited to Hong Kong. They can come here as usual.

Reporter: So who exactly will be affected ...?

Secretary for Security: Those holders of diplomatic or official passports of the Republic of the Philippines who wish to visit Hong Kong. So, other than those accredited consular officials, (all diplomatic or official passport holders will be affected).

Chief Executive: Francis, your second question. The sanctions that we just announced are just and justified, we welcome the continuation of dialogue between us and the Philippines to bring the matter to a final conclusion. Good progress has been made with regard to the three of the four demands of the victims and their families. We believe that with further efforts, resolution on the final demand should also be made between us.
