Stage 2 Public Engagement launched for "Study on the Action Plan for Livable Bay Area of the Pearl River Estuary"
************************************************************

The Planning Department (PlanD) launched today (January 24) the Stage 2 Public Engagement for the "Study on the Action Plan for Livable Bay Area of the Pearl River Estuary". The Public Engagement will last for three months. The revised recommendations of the Study have been published for further discussion and comment by members of the public.

The Study was jointly commissioned by the Governments of Hong Kong, Guangdong and Macau in April 2010 with the goal of providing a liaison and communication platform for the governments of the three sides to explore ways to facilitate the development of the "Bay Area of the Pearl River Estuary" (hereinafter referred as the "Bay Area") into a core area of quality living as well as economic prosperity in the Greater Pearl River Delta. Recommendations on principles and directions for this vision have been formulated in the Study and will serve as a reference for the three sides in their respective planning work.

"Hong Kong, Guangdong and Macau are closely related geographically and in terms of economic and social relations.  It is necessary to strengthen the co-operation and interaction in improving the living environment as a whole. This Study can provide Guangdong, Hong Kong and Macao with a co-ordination and communication platform for this effort," a spokesman for the PlanD said.

"As the three sides are under different administrative jurisdictions, recommendations made by this Study are mainly in-principle and directional to serve as a reference for the governments of the three sides in formulating policies and relevant measures. The governments of the three sides should take into account their respective circumstances, established mechanisms and regulations to formulate their own applicable plans," the spokesman added.

The Summary Report, the Summary of Recommendations and the Stage 1 Public Engagement Report of the Study are available on the Study website (www.prdbay.com/en/home.asp) for public viewing. A public forum will be held in April 2014 for the public's further discussion on the recommendations of the Study. Details of the public forum will be announced in due course. Members of the public are invited to send in their comments by April 30 through the following channels:
