Following is a transcript of remarks by the Financial Secretary, Mr John C Tsang, at a media session on the 2014 Policy Address at the Legislative Council Complex today (January 15):

Reporter: But is there a lot of strain about the sustainability of the finance budget, because there are a lot of policies which seem to give a long-term burden on the Government?

Financial Secretary: It's always a matter of balance as well as choice, and I think we must look at what we have now and consider how it would affect us in the future and make the proper choices.
