Following is a transcript of remarks by the Secretary for Commerce and Economic Development, Mr Gregory So, to the media while attending the Legislative Council meeting today (January 8):
Reporter: Secretary, what is the role of the Communications Authority if TVB (Television Broadcasts Limited) and HKTV (Hong Kong Television Network Limited) fail to reach an agreement?
Secretary for Commerce and Economic Development: I have just indicated in Chinese earlier that Section 36AA of the Telecommunications Ordinance has a very clear stipulation in a situation such as this. First of all, if one of the licence holders makes the request, there would be a round of representations made. If a reasonable period of time has expired and no agreement has been reached, then the Communications Authority can make a decision on the terms and conditions of the agreement in sharing the facilities. But first of all, they will have to make a ruling to share the facilities.
