LegCo to debate a motion for the adjournment of the Council

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (January 8) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion for the adjournment of the Council under Rule 16(4) of the Rules of Procedure.  The motion, to be moved by Mr Vincent Fang, states: "That this Council do now adjourn for the purpose of debating the following issue: the impact of the Court of Final Appeal's ruling that applicants for Comprehensive Social Security Assistance are not required to have resided in Hong Kong for seven years."

     Mr Wong Ting-kwong will move a motion on promoting the economic development of Lok Ma Chau and Lantau Island. The motion states: " That this Council urges the Government to expeditiously study the setting up of a business and shopping centre in Lok Ma Chau and, in the light of the impending completion of the Hong Kong-Zhuhai-Macao Bridge, build more hotels and shopping malls on Lantau Island, so as to stimulate the economic development of the areas concerned."

     Dr Lo Wai-kwok, Dr Kwok Ka-ki, Ms Alice Mak and Mr Charles Mok will move separate amendments to Mr Wong Ting-kwong's motion.

     Dr Chiang Lai-wan will also move a motion on assisting young people in their development on all fronts. The motion states: "That young people are the future masters of society, and the Government and society should promptly provide suitable guidance and assistance for their future to allow young people to make early preparations for their 'career and life planning'; in this connection, this Council urges the Government to assist young people in their development on all fronts, including increasing the variety of and places for higher education programmes, expanding various training and employment support services, introducing measures to encourage new generations to draw up savings and financial management plans, and providing information on all fronts at the stage of secondary education to assist young people in understanding their interests, aspirations and ability, as well as the occupational manpower demand in the future, and thereby choosing the academic discipline, occupation and lifestyle suitable to them, so as to help young people to build a bright future with greater confidence and a pragmatic attitude."

     Mr Kenneth Leung, Mr Kwok Wai-keung, Mr Cheung Kwok-che, Mr Chan Kin-por, Dr Helena Wong and Mr Michael Tien will move separate amendments to Dr Chiang Lai-wan's motion.

     Meanwhile, Mr Andrew Leung will move a proposed resolution under The Legislative Council Commission Ordinance to seek the Council's approval to direct The Legislative Council Commission to use social media websites to share information contained in records of the proceedings of the Council for the purpose of enhancing the public dissemination of such information.

     Mr Andrew Leung will also move another proposed resolution under Rule 49E(2) of the Rules of Procedure. The motion, states: "That this Council takes note of Report No. 8/13-14 of the House Committee laid on the table of the Council on January 8 in relation to the Fugitive Offenders (Czech Republic) Order".

     Mr Ip Kwok-him will move a proposed resolution under Article 75 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China to amend Rule 83(5)(a) and (h) of the Rules of Procedure of the Council with effect from the day on which Part 4 of the Companies Ordinance (Cap. 622) comes into operation.

     On Bill, the Inland Revenue (Amendment) (No. 3) Bill 2013 will be introduced into the Council for First and Second Readings. Second Reading debate on the bill will be adjourned.

     During the meeting, Mr Sin Chung-kai will ask an urgent question under Rule 24(4) of the Rules of Procedure on counterfeit $1,000 denomination banknotes of the 2003 series are found in the market.  Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
