Crowd safety management and special traffic arrangements for New Year's Eve in Kowloon

     Police will implement crowd safety management measures and special traffic arrangement in Kowloon tomorrow (December 31) to facilitate the New Year celebration in the evening.

     New Year¡¦s Eve Countdown, followed by pyrotechnic display, is expected to attract large number of people to the Tsim Sha Tsui and Hung Hom Waterfront Promenade. Police will implement crowd safety management measures, including pedestrianising roads at Tsim Sha Tsui and Hung Hom Waterfront Promenade in phases.

     Depending on the prevailing crowd situation, Police will implement safety measures within the pedestrianised area including the closure of pedestrian subways. One-way flow will be carried out on overcrowded footbridges in the vicinity of the waterfront promenade. If necessary, restrictions will be put into force by MTR Corporation for entering and exiting the entrances and exits of MTR stations.

     The Hong Kong Cultural Centre Complex, the vicinity of the Clock Tower and the Avenue of Stars are the usual favourite gathering and vantage points.  If these areas are saturated, people will be diverted to Tsim Sha Tsui East or other area.

     At present, there are a number of construction works at Tsim Sha Tsui MTR Station Exit A1 and the construction site of Express Railway at Austin Road West while there are maintenance works in Salisbury Garden and on Avenue of Stars. Hoardings or mill barriers have been erected by relevant government departments. Police appeal to the public to take heed of the notices and not to enter such areas.

     Members of the public are urged to follow the instructions given by police officers and should take heed of police signage and broadcasts. They are also urged not to use aerosol spray and not to cause obstruction to the public by street performance in public places, to avoid causing obstruction or potential danger to the public in the crowded area.

     The following traffic arrangements will be implemented in Tsim Sha Tsui and Hung Hom tomorrow (December 31) in phases.

Phase I (implemented from 8pm onwards)

1. A section of Hung Hom Bypass between Salisbury Road and Hung Hom Road will be closed;
2. A section of Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass will be closed;
3. A section of westbound Salisbury Road between Cheong Wan Road and Kowloon Park Drive and its elevated road will be closed;
4. A section of eastbound Salisbury Road between Kowloon Park Drive and Science Museum Road will be closed;
5. The U-turn slip-road outside Nikko Hotel leading from eastbound Salisbury Road to westbound Salisbury Road will be closed;
6. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed;
7. Mody Lane, Hong Wan Path, Ashley Road, Hankow Road, Lock Road, Bristol Avenue, Hanoi Road, Hart Avenue, Minden Row, Blenheim Avenue, Middle Road, Science Museum Path, Granville Square, Hau Fook Street, Cameron Lane, Cameron Road, Prat Avenue, Humphreys Avenue, Minden Avenue, Peking Road, Haiphong Road and Ichang Street will be closed;
8. A section of southbound Kowloon Park Drive and a section of Salisbury Road between Star Ferry and Kowloon Park Drive will be restricted for the use of franchised buses and green minibuses (GMBs) only;
9. A section of northbound Nathan Road between Bowring Street and Salisbury Road will be closed;
10. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed;
11. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound;
12. A section of Carnarvon Road between Nathan Road and Granville Road will be closed;
13. A section of Mody Road between Chatham Road South and Nathan Road will be closed;
14. A section of westbound Mody Road between Chatham Road South and Science Museum Road will be closed;
15. A section of northbound Chatham Road South between Granville Road and Salisbury Road will be closed;
16. A section of southbound Chatham Road South between Mody Road and Salisbury Road will be closed;
17. A section of Granville Road between Chatham Road South and Science Museum Road will be re-routed to one way eastbound and restricted for the use of franchised buses and GMBs only;
18. An unnamed access road between Austin Road West and West Kowloon Waterfront Promenade will be closed;
19. Traffic along southbound Hung Hom Road will be directed to Cheong Tung Road South roundabout via Hung Hom Bypass;
20. Traffic along eastbound Metropolis Drive cannot turn right to southbound Princess Margaret Road Link;
21. Traffic along southbound Princess Margaret Road Link will be diverted to turn right to westbound Metropolis Drive;
22. Traffic along eastbound Mody Road cannot turn to Mody Lane;
23. Franchised buses along southbound Nathan Road will be diverted to turn right to either westbound Public Square Street or westbound Jordan Road;
24. Franchised buses along southbound Chatham Road South will be diverted to turn left to eastbound Granville Road;
25. Traffic along southbound Canton Road will be diverted to u-turn to northbound Canton Road outside China Hong Kong City;
26. Traffic along northbound Kowloon Park Drive cannot turn to southbound Canton Road;
27. Traffic along southbound Nathan Road will be diverted to turn left to eastbound Granville Road;
28. Traffic along southbound Chatham Road South cannot turn right to westbound Cameron Road;
29. Traffic along southbound Chatham Road South will be diverted to turn left to eastbound Mody Road;
30. Traffic along Science Museum Road cannot turn to westbound Mody Road;
31. Traffic along Hong Tat Path cannot turn to Science Museum Path;
32. Traffic along Science Museum Road cannot turn to Granville Road;
33. Traffic along westbound Salisbury Road near Cheong Wan Road will be diverted to Tsim Sha Tsui East;
34. Traffic along southbound Chatham Road South cannot turn left to eastbound Granville Road, except for franchised buses and GMBs;
35. Traffic along eastbound Granville Road will be diverted to turn left to northbound Chatham Road South;
36. Traffic along eastbound Salisbury Road will be diverted to turn left to northbound Kowloon Park Drive; and
37. Traffic along northbound Kowloon Park Drive cannot turn right to Peking Road.

Phase II (implemented from 8.30pm onwards)
--------

1. Kowloon Park Drive will be closed;
2. A section of Salisbury Road between Canton Road and Kowloon Park Drive will be closed;
3. Star Ferry Pier Bus Terminus will be closed; and
4. Franchised buses and GMBs cannot enter southbound Kowloon Park Drive.

Phase III (implemented from 10.30pm onwards)

1. A section of Austin Road West between Canton Road and Nga Cheung Road will be closed;
2. A section of Nga Cheung Road flyover between Podium Level Private Road (North) of Kowloon Station and its exit on Austin Road West will be closed;
3. A section of Lin Cheung Road between Jordan Road and Austin Road West will be closed;
4. A section of Nga Cheung Road between ground level Station Perimeter Road (South) and Austin Road West will be closed;
5. Kin Wan Street will be closed;
6. A section of Wui Man Road between Austin Road West and Wui Cheung Road will be closed;
7. A section of westbound Wui Cheung Road between Canton Road and Wui Man Road will be closed;
8. Traffic along westbound Austin Road cannot enter Austin Road West;
9. Traffic along southbound Nga Cheung Road will be diverted to turn left to eastbound Station Perimeter Road (South);
10. Traffic along westbound Station Perimeter Road (South) will be diverted to turn right to northbound Nga Cheung Road;
11. Traffic along southbound Nga Cheung Road flyover will be diverted to turn left to eastbound Podium Level Private Road (North) of Kowloon Station;
12. Traffic along westbound Podium Level Private Road (North) of Kowloon Station will be diverted to turn right to northbound Nga Cheung Road flyover;
13. Traffic along southbound D1A(S) will be diverted to turn left to eastbound Wui Cheung Road;
14. Traffic along Hung Luen Road cannot turn to Kin Wan Street; and
15.Traffic along northbound Canton Road cannot turn left to Austin Road West or Wui Cheung Road.

Phase IV (implemented from 11.30pm onwards)

1. A section of southbound Chatham Road South between Granville Road and Mody Road will be closed;
2. A section of northbound Nathan Road between Jordan Road and Bowring Street will be closed;
3. A section of southbound Nathan Road between Jordan Road and Granville Road will be closed;
4. A section of Carnarvon Road between Kimberley Road and Granville Road will be closed;
5. A section of northbound Chatham Road South between Observatory Road and Granville Road will be closed;
6.  A section of Bowring Street between Pilkem Street and Nathan Road will be closed;
7. A section of Tak Shing Street between Nathan Road and Tak Hing Street will be closed;
8. A section of Kimberley Road between Nathan Road and Observatory Road will be closed;
9. A section of Granville Road between Nathan Road and Chatham Road South will be closed;
10. A section of southbound Chatham Road South between Cheong Wan Road and Granville Road will be closed, except for franchised buses and GMBs;
11. A section of eastbound Mody Road between Chatham Road South and Science Museum Road will be closed;
12. A section of southbound Salisbury Road between Hong Chong Road and Science Museum Road will be closed;
13. Pine Tree Hill Road, Shun Yee Street, Granville Circuit, Hillwood Road, Kimberley Street and Mody Square will be closed;
14. Traffic along westbound Wui Cheung Road cannot turn to Wui Man Road;
15. Traffic along southbound Road D1A(S) will be diverted to turn left to eastbound Wui Cheung Road;
16. Traffic along northbound Canton Road and westbound Austin Road cannot turn to westbound Austin Road West;
17. Traffic along southbound Nathan Road will be diverted to turn right to westbound Jordan Road;
18. Traffic along westbound Jordan Road cannot turn left to southbound Nathan Road;
19. Traffic along westbound Austin Road and southbound Cox¡¦s Road cannot turn to Pine Tree Hill Road;
20. Traffic along Observatory Road cannot turn to westbound Kimberley Street;
21. Traffic along westbound Cheong Wan Road cannot turn left to southbound Chatham Road South;
22. Traffic along southbound Chatham Road South will be diverted to westbound Austin Road or eastbound Cheong Wan Road;
23. Traffic along northbound Pilkem Street cannot turn to eastbound Bowring Street;
24. Traffic along eastbound Bowring Street will be diverted to northbound Pilkem Street; and
25. Traffic along southbound Hong Cheong Road to Tsim Sha Tsui will be diverted to Railway Approach or via Cross Harbour Tunnel emergency exit and U-turn to northbound Salisbury Road.

     The following traffic arrangements will be implemented when necessary:

1. A section of Hung Luen Road between Wa Shun Street and Hung Lok Road will be closed;
2. Oi King Street will be closed;
3. Traffic along westbound Hung Luen Road will be diverted to turn left to Wa Shun Street;
4. Traffic along Wa Shun Street will be diverted to turn right to eastbound Hung Luen Road;
5. Traffic along southbound Hung Lok Road cannot turn to eastbound Hung Luen Road;
6. Traffic along eastbound Hung Luen Road will be diverted to turn left to northbound Hung Lok Road;
7. Traffic along northbound Canton Road cannot turn right to eastbound Austin Road, except for GMBs and franchised buses; and
8. Traffic along Oi King Street will be diverted to Hung Hom Road.

Hotel Access
------------
     Vehicular access to and from hotels within the affected area will not be permitted during the period of road closure.

Car Park Access
----------------
     Car parks within the affected area will be closed at the same time when the respective phases of road closure commence.

On-street Parking
-----------------
     All on-street parking in the southern area of Tsim Sha Tsui (i.e. the south of Austin Road and Cheong Wan Road) will be suspended between 3pm on December 31, 2013 and 3am on January 1, 2014. All illegally parked vehicles will be towed away.

     The following roads in Kai Tak will be closed to all vehicles from 9pm on December 31, 2013 to 1am on January 1, 2014:

1. Shing Cheong Road;
2. The unnamed road connecting Shing Fung Road and Shing Cheong Road; and
3. Shing Fung Road

     All parking spaces at Cheung Yip Street (near Shing Cheong Road) will be suspended from 6pm on December 31, 2013 to 1am on January 1, 2014.
