Honours and Non-official Justices of the Peace Selection Committee established

     The Government today (December 23) announced the establishment of the Honours and Non-official Justices of the Peace Selection Committee, which is tasked to consider nominations for various honours as well as for appointments as Non-official Justices of the Peace (JPs) and make recommendations to the Chief Executive. It will replace the Honours Committee and the Non-official JPs Selection Committee.

     "Both the Honours Committee and the Non-official JPs Selection Committee are chaired by the Chief Secretary for Administration. Given the significant overlap of non-official and official membership of the two Committees, forming one overarching Committee to oversee the selection of suitable candidates for recommendation to the Chief Executive would create synergy," the Government spokesman said.

     "The membership of the reconstituted Selection Committee comprises five non-official members of the Executive Council, three eminent community leaders and five relevant public officials. Their rich experience and knowledge of public and community services will facilitate effective and efficient operation in the selection process."

     The membership of the reconstituted Honours and Non-official Justices of the Peace Selection Committee for the year 2014 is as follows:

     Honours and awards are given to individuals in recognition of their significant contributions to Hong Kong or dedicated public and community service. The appointment of JPs is governed by the Justices of the Peace Ordinance (Cap. 510). JPs are required to perform certain functions, including visiting custodial institutions or detention centres to ensure that such facilities are effectively managed and that no inmate is unfairly treated or deprived of his or her rights. The annual Honours List and the list of new JP appointments are normally published in the Government Gazette on the Hong Kong Special Administrative Region Establishment Day (July 1).
