New Kwu Tung North and Fanling North Draft Outline Zoning Plans gazetted and four Outline Zoning Plans amended

     The Town Planning Board today (December 20) announced the publication of two new draft Outline Zoning Plans (OZPs) for the Kwu Tung North and Fanling North New Development Areas (NDAs). The original approved Kwu Tung North OZP is replaced by the new plan. The Board also announced amendments to the approved Fanling/Sheung Shui OZP, the approved Fu Tei Au and Sha Ling OZP, the approved Hung Lung Hang OZP and the draft Ma Tso Lung and Hoo Hok Wai OZP.

     Development of the Kwu Tung North and Fanling North NDAs is of territorial significance as the two NDAs would be the main source of land supply to meet our long-term development needs. Both NDAs will be developed as a balanced and socially integrated community with emphasis on environmentally friendly design. Upon full development, the Kwu Tung North and Fanling North NDAs would accommodate a total population of about 176,900 and provide about 37,700 employment opportunities.

     The planning scheme area of the draft Kwu Tung North OZP, covering about 447 hectares, is bounded by the Shek Sheung River in the east, Castle Peak Road and the Fanling Highway in the south, Tit Hang in the west and Tai Shek Mo (Crest Hill) in the north.

     About 28.51 hectares are zoned "Residential (Group A)" ("R(A)") for high-density residential development. The "R(A)" zone includes 10 sites for private housing, Home Ownership Scheme (HOS) and public rental housing (PRH) developments.

     About 19.91 hectares are zoned "Residential (Group B)" ("R(B)") which is primarily intended for medium-density private residential developments.

     About 1.61 hectares to the south of Yin Kong Village are zoned "Comprehensive Development Area" which is intended for comprehensive development of the area for residential use with the provision of open space and other supporting facilities.

     About 0.34 hectares are zoned "Residential (Group C)" ("R(C)") which is primarily intended for low-rise and low-density residential developments.

     About 17.66 hectares are zoned "Village Type Development" ("V") which is to designate existing recognised villages and areas of land considered suitable for village expansion. A site near Ho Sheung Heung Village in Area 36 is designated as "V(1)" for reprovisioning of the village houses under the Village Removal Terms due to the NDA development.

     About 46.66 hectares are zoned "Government, Institution or Community" ("G/IC"). This zone is primarily for the provision of G/IC facilities serving the needs of the local residents and residents of Fanling/Sheung Shui/Kwu Tung New Town.

     About 33.31 hectares are zoned "Open Space" ("O") for the provision of outdoor open-air public space for active and/or passive recreational uses serving the needs of local residents as well as the general public.

     Land designated for specific uses such as "Commercial/Residential Development with Public Transport Interchange", "Mixed Use", "Business and Technology Park", "Research & Development" and "Nature Park" etc, totalling about 75.36 hectares, are zoned "Other Specified Uses" ("OU").

     About 45.86 hectares are designated as "Agriculture" ("AGR") which is intended primarily to retain and safeguard good-quality agricultural land/farm/fish ponds for agricultural purposes and to serve as a buffer to give added protection to the Nature Park.

     About 125.34 hectares are zoned under "Green Belt" ("GB"). The planning intention of this zone is primarily for defining the limits of development areas, to preserve existing natural features as well as to provide passive recreational outlets for the local population and visitors.

     The planning scheme area of the draft Fanling North OZP, covering about 165 hectares, is bounded by Wa Shan and Cham Shan in the north, the Ma Wat River in the east, Ma Sik Road in the South, the Ng Tung River in the south-west and the Sheung Yue River in the west.

     About 14.87 hectares are zoned "R(A)" for high-density residential development including PRH, HOS and private residential developments. All sites are located close to the two Public Transport Interchanges at the core of the NDA.

     About 12.08 hectares are zoned "R(B)". It is intended for medium-density residential developments. There are eight sites under this zoning, including one site for HOS development, three sites for PRH/HOS, and the remaining four sites for private developments.

     About 1.24 hectares are zoned "R(C)". It is intend for low-rise, low-density residential development which aims to respect and integrate with the adjoining low-rise village houses in Sheung Shui Wa Shan.

     About 0.24 hectares are zoned "V" for reprovision of village houses/building lots affected by NDA developments under Village Removal Terms.
     
     About 20.37 hectares are zoned "G/IC" to provide land for G/IC facilities serving needs of the local residents and residents of Fanling/Sheung Shui/Kwu Tung New Town.

     In addition, about 24.89 hectares are zoned "O". A hierarchy of interconnected public open space in respect of size and function is proposed.

     Land designated for specific uses such as "Commercial/Residential Development with Public Transport Interchange", "Parking and Operation Facilities for Environmentally Friendly Transport System", "Sewage Treatment Works" and "Amenity Area" etc, totalling about 16.62 hectares, are zoned "OU".

     About 12.5 hectares are zoned "AGR". It is intended to retain and safeguard good quality agricultural land/farm/fish ponds for agricultural purposes. It is also intended to retain fallow arable land with good potential for rehabilitation for cultivation and other agricultural purposes.

     About 2.44 hectares are zoned "GB". It is intended to define the limits of urban and sub-urban development areas by natural features and to protect the natural landscape and environment, as well as to provide an ecological buffer for the adjacent river.

     About 2.22 hectares are zoned "Conservation Area". It is intended to protect and retain the existing natural landscape, ecological or topographical features of the area.

     The amendments to the approved Fanling/Sheung Shui OZP, the approved Fu Tei Au and Sha Ling OZP, the approved Hung Lung Hang OZP and the draft Ma Tso Lung and Hoo Hok Wai OZP mainly involve the excision of land area from the respective OZPs for incorporation into the Kwu Tung North OZP and the Fanling North OZP. The original approved Kwu Tung North OZP No. S/NE-KTN/8 is replaced by the new Kwu Tung North OZP covering the new town and renumbered as S/KTN/1.

     The new draft Kwu Tung North OZP and Fanling North OZP, as well as the four draft plans incorporating the amendments, are now available for public inspection during office hours at the Secretariat of the Town Planning Board; the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin; the Sha Tin, Tai Po and North District Planning Office; the North District Office; and the Fanling and Sheung Shui District Rural Committees.

     Any person may make written representations in respect of the draft plans to the Secretary of the Town Planning Board on or before February 20, 2014.

     Copies of the draft plans are available for sale at the Map Publications Centres in Yau Ma Tei and North Point. The electronic versions of the plans can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
