Appointments to the SCCS, the SCDS and the Directorate Committee

     The Government announced today (December 20) that the Chief Executive has made appointments/reappointments to the three advisory bodies on civil service salaries and conditions of service, namely the Standing Commission on Civil Service Salaries and Conditions of Service (SCCS), the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS) and the Standing Committee on Directorate Salaries and Conditions of Service (the Directorate Committee).

     For the SCCS, the Chief Executive has appointed three new members, namely Mr Ignatius Chan Tze-ching, Mr Lee Luen-fai and Mr Tony Tse Wai-chuen. Two incumbent members, namely Professor Suen Wing-chuen and Mr Wilfred Wong Kam-pui, have also been re-appointed. The appointments/re-appointments are for two years with effect from January 1, 2014.

     For the SCDS, the Chief Executive has appointed Dr Chui Hong-sheung and Mr Billy Lam Chung-lun as new members for a term of two years, and re-appointed incumbent members Mr Horace Cheung Kwok-kwan and Mr William Chan Fu-keung for two years and one year respectively. Mr William Chan Fu-keung has also been concurrently re-appointed as Chairman of the Independent Commission Against Corruption Sub-Committee of the SCDS for one year. In addition, the Chief Executive has appointed Ir James Kwan Yuk-choi, an incumbent member of the SCDS, as Chairman of the General Disciplined Services Sub-Committee of the SCDS for one year. These appointments/reappointments will take effect from January 1, 2014.

     As for the Directorate Committee, the Chief Executive has appointed Mr Peter Sit Kien-ping as a new member for a term of two years with effect from April 1, 2014.

     The Government expresses its gratitude for the service and valuable contributions of the outgoing members of the three advisory bodies, namely Dr Miranda Chung Chan Lai-foon, Mr Jeffrey Lam Kin-fung and Mr Pang Yiu-kai, who will retire from the SCCS by end-December 2013; Professor Richard Ho Yan-ki who will retire from the SCDS by end-December 2013; and Ms Chiang Lai-yuen who will retire from the Directorate Committee by end-March 2014.

     The SCCS advises the Government on the principles and practices governing the pay and conditions of service of non-directorate civilian civil servants. It is currently under the chairmanship of Mr Wilfred Wong Ying-wai. Other serving members are Mr Owen Chan Shui-shing, Miss Elaine Chan Wing-yi, Mr Joseph Lo Kin-ching and Dr Carrie Willis Yau Sheung-mui.

     The SCDS advises the Government on matters relating to the salaries and conditions of service of the disciplined services. It is currently chaired by Ms Teresa Ko Yuk-yin. Other serving members are Mr Kent Ho Ching-tak, Mrs Margaret Leung Ko May-yee, Ms Caroline Mak Sui-king, Miss Melissa Wu and Mr Thomas Jefferson Wu.

     The Directorate Committee, under the Chairmanship of Mr Tim Lui Tim-leung, advises the Government on matters relating to the structure, pay and conditions of service of the directorate ranks in the civil service. Other serving members of the Directorate Committee are Dr Eliza Chan Ching-har, Mr Pang Yiu-kai, Mr Stanley Wong Yuen-fai and Mrs Betty Yuen So Siu-mai.
