Appointment of lay members of HKICPA Council

     The Secretary for Financial Services and the Treasury, Professor K C Chan, has re-appointed Mr Andrew Fung Hau-chung and appointed Mrs Natalia Seng Sze Ka-mee as lay members of the Council of the Hong Kong Institute of Certified Public Accountants (HKICPA).

     The appointments were made under the Professional Accountants Ordinance (PAO) (Cap. 50). Their new term of appointment will commence on December 15, 2013, and will expire on November 30, 2015.

     Announcing the appointments today (December 13), Professor Chan said, "The accountancy sector plays a pivotal role in Hong Kong's success as an international financial centre. With Mr Fung's wealth of experience in the financial sector and Mrs Seng's expertise in corporate governance and compliance issues, we are confident that their contributions will help the HKICPA Council to fulfil its statutory role of regulating the accountancy profession and promoting its development."

     Professor Chan also expressed his heartfelt gratitude to the outgoing lay member, Ms Edith Shih, for her exemplary contributions and support rendered to the Council over the past six years.

     Mr Fung is the Executive Director and Head of Global Banking and Markets of Hang Seng Bank. In addition to being a lay member on the HKICPA Council, he has also been appointed to other government boards and committees such as the board of the Hong Kong Mortgage Corporation Limited and the Business Facilitation Advisory Committee.

     Mrs Seng is the Chief Executive Officer, China and Hong Kong of Tricor Group/Tricor Services Limited. She was a Past President and is currently a Fellow of the Hong Kong Institute of Chartered Secretaries.

     Under the PAO, the HKICPA Council comprises a maximum of 23 persons, including four lay members appointed by the Chief Executive. The power of the Chief Executive to make appointments to the Council has been delegated to the Secretary for Financial Services and the Treasury.

     The other two incumbent lay members are Ms Melissa Brown and Mr Tam Wing-pong.

     The HKICPA is the statutory licensing body for accountants and currently has more than 35,000 members. It is responsible for matters such as the regulation and development of the profession, and the promulgation of financial reporting standards. The HKICPA Council is its governing body.
