Following is the transcript of remarks by the Secretary for Justice, Mr Rimsky Yuen, SC, after meeting with the visiting Deputy Secretary-General of the Standing Committee of the National People's Congress (NPCSC) cum Chairman of the Hong Kong Special Administrative Region Basic Law Committee (BLC) under the NPCSC, Mr Li Fei, and the Vice-Chairperson of the Legislative Affairs Commission of the NPCSC cum Vice-Chairperson of the BLC, Mr Zhang Rongshun, today (November 21):
Reporter: Some people are worried that Mr Li is here to tell the Hong Kong Government what to do, what to include or what to exclude in the consultation for universal suffrage. Do you have the impression that Mr Li is here to instruct the Hong Kong Government?
Secretary for Justice: I think the answer is very clear: it's "No", because the consultation work that we are about to start next month would be led by the Hong Kong Government. Although in the entire constitutional reform, the Central Government, of course, has a constitutional role to play and constitutional duty to discharge, but the consultation work would be led by the Hong Kong Government.
In response to your question, what we are having today is a very good dialogue and exchange of views and interflow of thoughts, so there is no question of laying down any rules, let alone any strict rules for the Hong Kong Government to follow.
