Following is the transcript of remarks made by the Secretary for Food and Health, Dr Ko Wing-man, after attending a public function this morning (November 10):

Secretary for Food and Health: I have explained it is not possible for the application of a preset charge for every patient. For example, under the situation of an emergency admission of a patient, the doctor-in-charge will not be possible to predict in 100 per cent accuracy what procedure and what operation the patient will need to undertake before making an accurate diagnosis.
