The Civil Engineering and Development Department (CEDD) today (October 28) launched the Stage 2 public consultation for Connecting Kowloon East - Environmentally Friendly Linkage System (EFLS) to collect views on the way forward for the EFLS proposal. Members of the public are invited to participate in the consultation activities.
Speaking at a media briefing today, the Head of the Kai Tak Office under the CEDD, Mrs Sorais Lee, said that results of the Stage 1 public consultation exercise completed in October last year indicated that the public in general welcomed the proposed EFLS, which aims to enhance the connectivity of Kowloon East as part of the development of an alternative Central Business District (CBD).
"The public at the same time raised concerns over the need for the EFLS, its alignment, coverage and implications for the Kwun Tong Typhoon Shelter. In the Stage 2 public consultation, we will put forth a detailed feasibility study proposal that has taken into account the views collected in the first stage for further consultation with the public," she said.
The proposed EFLS would play a major role for the transformation of Kowloon East into another CBD. Being the backbone of an integrated multi-modal linkage system for Kowloon East, the EFLS would enhance the connectivity between the Kai Tak Development area, Kowloon Bay and Kwun Tong. It would help convert the district into a vibrant commercial, leisure, recreational and tourism hub for the benefit of the long-term economic development of Hong Kong.
The Stage 2 public consultation will be held until February 4, 2014. Activities include a public forum and consultations with statutory bodies, professional institutions, transport operators and concern groups.
