Special traffic arrangements during Chung Yeung Festival

     Police will implement special traffic arrangements in various districts to facilitate vehicular traffic and pedestrian movements during Chung Yeung Festival.

Hong Kong Island

I. Chai Wan
 
Phase 1

     Traffic control will be implemented on the section of Cape Collinson Road east of Lin Shing Road between 9am and 4pm daily on October 26, November 2 and 3.

Phase 2

     The following roads will be closed between 7am and 6pm daily on October 12, 19, 20, and 27; or when necessary:

- The slip road leading from Cape Collinson Road to the Garden of Remembrance and Crematorium, except for hearses and vehicles conveying people to attend services at the Crematorium;
- The slip road leading to Chai Wan Chinese Permanent Cemetery;
- Wan Tsui Lane;
- Cape Collinson road east of Lin Shing Road, except for green minibus(GMB) route 18M, hearses, funeral vehicles, and vehicles with permit;
- Cape Collinson Road west of Lin Shing Road, except for franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles and vehicles with permit; and
- Lin Shing Road, except for franchised buses, GMB routes 16A, 16M, 16X and 18M, hearses, funeral vehicles, vehicles with permit and vehicles to Wan Tsui Estate.

     Depending on traffic conditions, taxis and public light buses (PLBs) may be allowed to enter Lin Shing Road and turn right to Cape Collinson Road.

Phase 3

     The following roads will be closed between 7am and 6.30pm on October 13 and 14:

- Roads closed in Phase 2;
- Lin Shing Road, except for franchised buses, GMB routes 16A, 16M, 16X, hearses, funeral vehicles, vehicles with permit and vehicles to Wan Tsui Estate; and
- Cape Collinson Road, except for franchised buses, GMB routes 16A, 16M, 16X, hearses, funeral vehicles and vehicles with permit.

     In connection with road closure, the following roads will be re-routed one way:

- The eastern section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road will be re-routed one way westbound;
- The section of Lin Shing Road from Wan Tsui Road to Cape Collinson Road will be re-routed one way southbound; and
- The section of Cape Collinson Road from the slip road leading to the Crematorium to Shek O Road will be re-routed one way westbound.

     No parking will be permitted along Cape Collinson Road, Lin Shing Road, Wan Tsui Road and a section of Shek O Road between Lai Chi Rehabilitation Centre and Tai Tam Road.

     Taxis, PLBs and private cars will not be permitted to enter Lin Shing Road for Cape Collinson Road except for access to Wan Tsui Estate.  They will be allowed to drop off passengers at the PLB stand at Fei Tsui Road near the junction with Wan Tsui Road.

     Depending on traffic condition, PLBs may be prohibited from entering Tai Tam Road from Chai Wan Road.

     PLBs will be prohibited from picking up or dropping off passengers on the section of Wan Tsui Road between Chai Wan Road and Fei Tsui Road.

     The PLB stand at Fei Tsui Road near the junction with Wan Tsui Road will be suspended.

     The taxi stand at Kut Shing Street outside MTR Chai Wan Station will be suspended and relocated to the lay-by of Kut Shing street west of its junction with Cheung Lee Street.

II. Pok Fu Lam

     Consort Rise between Victoria Road to Bisney Road will be re-routed one way southbound between 7am and 5pm on October  12, 13, 14 and 19.

III. Aberdeen
 
Peel Rise in the vicinity of the Aberdeen Chinese Cemetery and the slip road from Shek Pai Wan Road leading to the Aberdeen Chinese Cemetery will be closed between 7.30am and 5.30pm on October 12 and 19; and between 7.30am and 6.30pm on October 13 and 14.

IV. Central

     The slip road from Garden Road leading to the office of World Wide Fund for Nature Hong Kong will be closed between 8am and 8pm on October 13, except for taxis and franchised buses.  All parking spaces on the slip road will be suspended between 6am and 8pm on October 13.  The taxi stand on the slip road will be relocated to the lay-by outside St. Johnˇ¦s Building on Garden Road between 8am and 8pm on October 13.

V. The Peak

     The following traffic arrangements will be implemented between 8am and 8pm on October 13:
- All uphill vehicles along Peak Road towards Harlech Road, Lugard Road and Mount Austin Road, except for residents or with permit, will be diverted downhill via the slip road beside the car park entrance at the Peak Galleria;
- Only vehicles with permit will be allowed to enter Lugard Road and Harlech Road;
- Mount Austin Road will be accessible by residents only;
- A section of westbound Mount Austin Road between its junction with Peak Road and the entrance of Mount Austin Playground may be closed if necessary. Then, one-lane two ways vehicular traffic will be implemented on eastbound Mount Austin Road; and
- Metered and motorcycle parking spaces near Victoria Peak Garden on Mount Austin Road will be suspended.

Kowloon East

I. Tseung Kwan O

A. Road closure

- The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to all vehicular traffic except for emergency vehicles between 5.30am and 8pm on October 13;
- The section of Tong Yin Street between Chi Shin Street and Chui Ling Road will be closed to all vehicular traffic except for emergency vehicles between 5.30am and 6pm on October 13; and
- The access road leading to Tseung Kwan O Chinese Permanent Cemetery will be closed to vehicular traffic between 5.30am and 6pm on October 12,14,19,20 and 27, and November 3; except for:
(i) emergency vehicles;
(ii) special bus service by Kowloon Motor Bus (KMB), route 14S;
(iii) hearses and funeral vehicles; and
(iv) vehicles with permit issued by the cemetery.

B. Special bus service


     The KMB route 14S will ply between the bus stop situated at southbound Lei Yue Mun Road south of St. Antonius Girls' College and the Tseung Kwan O Chinese Permanent Cemetery between 7am and 5.25pm on October 12, 14, 19, 20 and 27, and November 3.  The drop off point of route 14S in Yau Tong will be located on Ko Chiu Road outside Lei Yue Mun Estate.

     Grave sweepers are advised to note that there will be no special bus service on October 13. They could choose to reach the cemetery on foot via a footpath opposite MTR Tiu Keng Leng Station.  Those using wheelchairs are advised to enter the cemetery via the access road on Ko Chiu Road, as the footpath is with staircases.

C. Drop off points for taxi and public light bus (PLB)

     The following temporary drop off points will be designated for taxi and PLB passengers to interchange for KMB route 14S or walk to the cemetery:

- The non-restricted zone at northbound Ko Chiu Road near Ko Yee Estate;
- The lay-by at southbound Lei Yue Mun Road outside Lei Yue Mun Road playground;
- The non-restricted zone at northbound Lei Yue Mun Road outside Lei Yue Mun Plaza; and
- The non-restricted zone at northbound Lei Yue Mun Road outside Shuk Mei House of Yau Mei Court.
     
II. Diamond Hill

The following special traffic arrangements will be implemented between 7am and 6pm on October 12, 13, 14, 19, 20, 26 and 27.

A. Road closure

     The following roads will be closed to all vehicular traffic except for emergency vehicles, hearses and funeral vehicles:
- The access road leading to the Diamond Hill Crematorium;
- The access road between the Diamond Hill Funeral Parlour and the China Light and Power (CLP) Sub-station; and
- The access road adjacent to the Diamond Hill Funeral Parlour leading to Sze Chen Hall.
     
     A section of Yuk Wah Street east of Tsz Wan Shan Road will also be closed except for private cars, taxis and emergency vehicles.

B. Traffic diversion

- Vehicles shall follow southbound Po Kong Village Road downhill only for entering or leaving Fung Shing Street or Fu Shan Estate car park;
- Vehicles shall follow northbound Po Kong Village Road uphill only for entering or leaving Grand View Garden car park;
- Vehicles could turn left from eastbound Po Kong Village Road to westbound Yuk Wah Street via easternmost traffic lane of Tsz Wan Shan (South)Bus Terminus;
- Vehicles from westbound Fung Shing Street cannot turn to northbound Po Kong Village Road uphill;
- Vehicles from northbound Po Kong Village Road uphill cannot turn to eastbound Fung Shing Street;
- Vehicles from Grand View Garden car park cannot turn to southbound Po Kong Village Road downhill;
- Vehicles from southbound Po Kong Village Road downhill cannot turn to Grand View Garden car park;
- Vehicles from Fu Shan Estate car park cannot turn to northbound Po Kong Village Road uphill;
- Vehicles from northbound Po Kong Village Road uphill cannot turn to Fu Shan Estate car park;
- Vehicles from southbound Po Kong Village Road downhill cannot turn to Po Kong Village Road School Village car park;
- Vehicles from Po Kong Village Road School Village car park cannot turn to southbound Po Kong Village Road downhill;
- Vehicles from southbound Po Kong Village Road downhill cannot turn to an unnamed road opposite to Po Leung Lane;
- Vehicles from an unnamed road opposite to Po Leung Lane cannot turn to southbound Po Kong Village Road downhill;
- Vehicles from Tsz Wan Shan (South) Bus Terminus cannot turn to eastbound Yuk Wah Street except for franchised buses; and
- Vehicles from Yuk Wah Crescent cannot turn to eastbound Yuk Wah Street .

     Metered parking spaces on the unnamed road between the Diamond Hill Funeral Parlour and CLP Sub-station, motorcycle parking spaces at Yuk Wah Street near Yuk Hok Lane, and five metered parking spaces in Yuk Wak Street car park will be suspended.

     Taxi pick up and drop off points will be designated at westbound Fung Shing Street near Fu Yan House, Fu Shan Estate and westbound Yuk Wah Street near Yuk Hok Lane.

     Private car pick up and drop off point is also at westbound Yuk Wah Street near Yuk Hok Lane.

     Between 7am and 6pm on October 13 and 14, Po Kong Village Road School Village car park will be closed and designated as taxi and private car drop off point.

III. Sai Kung

     A section of Mang Kung Wo Road to Kei Pik Shan Cemetery in Sai Kung will be closed to all vehicular traffic, except for emergency vehicles and vehicles with permit, from 8am to 5pm on October 12, 13 and 14.

Kowloon West
------------

     The following special traffic arrangements will be implemented in Cheung Sha Wan on October 12, 13 and 14.

A. Road closure

     The following roads will be closed from 7am to 7pm:

- Wing Ming Street and the unnamed road leading from Wing Ming Street to the Cemetery; and
- Entrance road of Wing Tak Road, except for hearses, vehicles taking part in funeral processions, emergency vehicles and vehicles with permit.

B. Suspension of on-street parking spaces

- Parking will be prohibited on Yu Chau West Street from 7am to 7pm;
- Vehicles are prohibited to drop off or pick up passengers along Yu Chau West Street opposite to the Cooked Food Stall near Wing Ming Street; and
- No stopping or parking will be allowed along Ching Cheung Road from 7am to 7pm.

C. Designation of temporary taxi stand

     Two temporary taxi stands will be designated at Wing Hong Street near the junction with Yu Chau West Street between 7am and 7pm.

D. Temporary relocation of GMB terminus

     The GMB route no. 42 terminus at Yu Chau West Street will be relocated to outside 550 Castle Peak Road.

E. Suspension of parking spaces

     All parking spaces on Yu Chau West Street; Tai Nan West Street; and a section of King Lam Street and a section of Wing Hong Street between Yu Chau West Street and Tai Nan West Street will be suspended from 7am to 7pm.

     Members of the public wishing to gain access to the Roman Catholic Cemetery are advised to use the subway across Ching Cheung Road from the end of Wing Ming Lane. No parking facilities in the cemetery will be open to public use.

New Territories South
---------------------

I. Kwai Chung

     To facilitate visits to Tsuen Wan Chinese Permanent Cemetery and Kwai Chung Crematorium, the following traffic arrangements will be implemented on October 12, 13, 14 and 20:

- Southbound Wing Tak Street, Wing Yin Street and a section of Wing Shun Street between Wing Tak Street and Kwai Hei Street will be closed to all vehicles, except for hearses, franchised buses and emergency vehicles, from 7am to 5pm and on any other dates if necessary;
- A section of Wing Kei Road between Kwai Hei Street and Wing Kin Road will be converted to one-way southbound. Vehicles will only be allowed to enter Wing Kei Road via Wing Kin Road;
- Wing Chong Street, Wing Hau Street and Wing Lap Street will be closed to all vehicles except for emergency vehicles; and
- Temporary taxi stands will be set up on Wing Kin Road near its junction with Wing Kei Road; Kwai Hei Street near its junction with Wing Shun Street; Wing Shun Street near its junction with Wing Yin Street; and Wing Shun Street near its junction with Yi Lok Street.

     In addition, Wing Yin Street and Wing Hau Street will be closed to all vehicular traffic, except for hearses, franchised buses and emergency vehicles, from 7am to 5pm on October 19 and 27.

II. Sha Tin

     The following traffic arrangements will be implemented in the vicinity of Po Fook Memorial Hall and Fu Shan Crematorium in Tai Wai, and Po Fook Hill in Sha Tin between 7am and 6pm on October 12, 13, 14, 19, 20, 26 and 27:

- A section of Lower Shing Mun Road between Yau On Street and Fu Shan Crematorium will be closed to all vehicles except for hearses, funeral vehicles, GMB route 64K and emergency vehicles; and
- A section of Pai Tau Street west of its junction with Sheung Wo Che Road will be closed to all vehicles except for emergency vehicles.

The section of To Fung Shan Road north of its junction with Pak Lok Path will be closed to all vehicular traffic, except for emergency vehicles and vehicles serving residents and persons working in To Fung Shan and shuttle bus service plying between To Fung Shan and MTR Tai Wai Station, from 9am to 5pm on October 12, 13, 14, 19 and 20.

III. Tsuen Wan

     A section of Lo Wai Road between Lo Wai Pai Lau and Yuen Yuen Institute (YYI) will be closed to all vehicles, except for GMBs, taxis, emergency vehicles and vehicles with permit, from 8am to 5pm on October 12, 13, 14, 19 and 20.

     All metered parking spaces outside YYI, near Lo Wai old bus terminus and at Lo Wai Road near Yi Pei Chun Road will be suspended during the above road closure period.

     In addition, all parking spaces insde YYI and all metered parking spaces on Lo Wai Road near Lo Wai bus old bus terminus and outside YYI will be suspended from 9am to 5pm on September 29 and October 27.

New Territories North
---------------------

I. Sandy Ridge

     Sandy Ridge Frontier Closed Area will be opened to grave-sweepers between 6am and 6pm daily from now to November 3. However, vehicles without Closed Road Permit (CRP) will not be allowed to enter the closed area.

     Between 6am and 6pm daily on October 12, 13, 14, 19 and 20, Lo Wu Station Road from its junction with Man Kam To Road to a point of about 280 metres west near the cemetery management office will be closed to all vehicular traffic except for emergency vehicles, vehicles of Lo Wu Village residents with CRP and vehicles with CRP allowed to park at the car park of MTR Lo Wu Station.
    
II. Tuen Mun

     The following traffic arrangements will be implemented in Tuen Mun on October 12, 13, 14, 19, 20, 26 and 27 from 7am to 7pm:

- Tsing San Path and the access roads leading to Ching Chung Koon and Ching Chung Sin Yuen will be closed except for emergency vehicles;
- A section of Tsing Chung Koon Road between Tsing Lun Road and San Fuk Road will be converted to one-way northbound;
- A section of San Fuk Road between Leung Shun Street and Castle Peak Hospital will be converted to one-way westbound;
- Two temporary pick up and drop off points will be provided at westbound Tsing Lun Road outside Tuen Mun Hospital and northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital;
- A temporary taxi stand will be provided at northbound Tsing Chung Koon Road near Castle Peak Hospital; and
- The GMB stop at Tsing San Path will be suspended. Passengers may use the stops at westbound Tsing Lun Road outside Tuen Mun Hospital and at northbound Tsing Chung Koon Road opposite to Tuen Mun Hospital.

III. Wo Hop Shek

     The following traffic arrangements will be implemented on October 12, 13, 14, 19, 20, 26 and 27:

A. Road closure

     The following roads will be closed to all vehicular traffic from 6am to 5pm except for emergency vehicles and those specified below:

- Kiu Tau Road, except for hearses;
- Ming Yin Road, except for franchised buses;
- Wo Ka Lau Road; and
- All access roads within Wo Hop Shek Cemetery.
 
B. Banning of turning movements

     Vehicles travelling on northbound Pak Wo Road outside Fung Ying Seen Koon will not be allowed to turn right to southbound Pak Wo Road; and vehicles travelling on southbound Pak Wo Road outside MTR Fanling Station will not be allowed to turn right to the car park on Pak Wo Road near Fung Ying Seen Koon.

C. Suspension of car parks and parking spaces

     The following car parks will be closed and parking spaces suspended between 7am and 5pm:

- The car park on Wo Hing Road near Ming Yin Road roundabout, except for emergency vehicles and taxis;
- The car park on Pak Wo Road near Fung Ying Seen Koon, except for emergency vehicles, drivers with disability to use the disabled parking spaces, and public buses of the residentsˇ¦ service route NR112 and depending on the situation, vehicles carrying elderly or disabled passengers may be allowed to use the car park for interchange with shuttle buses heading for the cemetery; and
- All parking spaces on Wah Ming Lane, except for emergency vehicles.

D. Suspension of taxi stands

     The taxi stand on Lui Ming Road outside Wah Ming Estate will be suspended, except for New Territories taxis, from 7am to 5pm. However, all taxis will be allowed to pick up or drop off passengers in the car park on Wo Hing Road near Ming Yin Road roundabout during the suspension period.

     The taxi stand in the car park on Pak Wo Road near Fung Ying Seen Koon will be suspended from 7am to 5pm.

     Vehicles parked illegally would be towed away without prior notice.

     Actual implementation of special traffic arrangements will be made by the Police at the time depending on conditions in the areas. Motorists are urged to drive with care and patience and follow instructions of the Police on site.
