The Chief Executive, Mr C Y Leung, commended and congratulated the winning departments and teams for their service excellence when officiating at the prize presentation ceremony of the Civil Service Outstanding Service Award Scheme 2013 this afternoon (September 6).

The Secretary for the Civil Service, Mr Paul Tang, and about 600 guests and civil servants who were present at the ceremony also shared the joy and experience of the awardees.

This year, 32 entries from 22 bureaux and departments were awarded under eight categories of the award scheme. The entries were assessed by members of the public and 57 adjudicators from different sectors and professions, including Legislative and District Councillors, staff members of the Central Consultative Councils of the Civil Service, representatives from professional organisations, experienced practitioners from service industries and senior officials from the Civil Service Bureau (CSB).

One of the chairpersons of the final adjudication panels of this year's award scheme, Mrs Regina Ip, who was also an officiating guest today, praised the award-winning departments and teams for their pro-activeness and innovativeness in delivering quality services to the public. She expressed her support to the CSB in organising the award scheme and encouraged the civil service to continue providing citizen-centric service to the public.

The Civil Service Outstanding Service Award Scheme, launched by the CSB in 1999 as a biennial event, aims to recognise the efforts of government departments and teams in providing outstanding services to the community, promote a customer-focused culture and inspire civil servants to continuously strive for excellence in service delivery.

This year's award scheme was co-organised by the Hong Kong Management Association. Awards under the scheme are presented at three levels, namely the inter-departmental partnership award, departmental awards and team awards. The inter-departmental partnership award and the team awards go through two stages of rigorous adjudication.

To promote the commendable efforts of the awardees, the CSB has arranged to present this year's winning cases in a one-hour TV episode on TVB Jade at 7.30pm on September 28 (Saturday).
