Expressions of interest invited for developing Specification of Competency Standards-based Training Packages under Qualifications Framework

     The Qualifications Framework Secretariat (QFS) today (August 16) invited expressions of interest in participating in the tendering exercise to develop Specification of Competency Standards (SCS)-based Training Packages.

     A spokesman for the Education Bureau said, "Under the Qualifications Framework (QF), the Industry Training Advisory Committees (ITACs) are tasked to draw up SCSs of their respective industries, which specify the competency standards at various levels of the industries.

     "To enable more education and training providers as well as the human resources training department of enterprises to make use of the SCS effectively in developing training programmes that meet the needs of the human resources development of the industries, the ITACs concerned have selected job functions with more pressing training needs, and they will select organisation(s) through tendering to develop training packages for the competency required for the relevant job functions with reference to the SCS of the industries concerned.  As a first step, the QFS would like to invite interested organisations to express their interest in participating in the tendering exercise."

     The Financial Secretary proposed in this year's Budget to allocate $10 million per year from the 2013-14 financial year onwards to support the ITACs set up under the QF to launch new initiatives to further enhance the knowledge and skills of practitioners in the industries and their competitiveness in the labour market. "The development of SCS-based Training Packages is one of the new initiatives," the spokesman said.

     "Since the launch of the QF five years ago, 19 industries have set up their ITACs, covering about 46 per cent of the workforce in Hong Kong. Among them, 12 ITACs have completed drawing up at least one set of SCSs.  Nine of them (see attachment) will launch the development of SCS-based Training Packages first."

     The Expressions of Interest reply form and relevant information are available at the dedicated webpage on the QF website (www.hkqf.gov.hk/TrainingPackages). Interested organisations are required to return the completed form to the QFS at 16/F, VTC Tower, 27 Wood Road, Wan Chai, Hong Kong, or by fax to 3106 2035 or email to hkqf@edb.gov.hk on or before September 16, 2013.
