ICAC Complaints Committee Annual Report tabled in LegCo

     The 2012 Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee was tabled in the Legislative Council today (July 10). The report gives a summary of the work carried out by the Committee in the year.

     The Committee is tasked with the responsibility to monitor the handling of non-criminal complaints against the ICAC and its officers. The Committee takes an independent view on the ICAC's investigation findings on the complaints received, reviews the ICAC's procedures, guidelines and practices which may lead to the complaints and makes recommendations for improvement.

     In 2012, the Committee received 19 complaints comprising 57 allegations against the ICAC and its officers. Among these allegations, 53 per cent were related to misconduct, 28 per cent neglect of duties and 14 per cent abuse of power by ICAC officers. The remaining 5 per cent related to inadequacies of ICAC procedures.

     During the year, the Committee held three meetings to consider the investigation reports on 22 complaints comprising 66 allegations. Two allegations in two complaints, involving a different ICAC officer in each case, were found to be substantiated. The two officers concerned have already been given appropriate advice by the ICAC. Arising from the investigation reports considered by the Committee in 2012, the ICAC has also reminded officers to adhere to the relevant internal guidelines in respect of work procedures in order to upkeep the professionalism of the ICAC and implemented appropriate improvement measures.
