Following is the transcript of remarks by the Secretary for Education, Mr Eddie Ng Hak-kim, at a media session before attending the Legislative Council meeting today (June 27):

Secretary for Education: We have started the preparation of the draft of the bidding document and this is the standard procedure. Once it is available, it will be made known to the public. Everyone will be able to look at and see through the framework at the same time. By then, we will be able to share.
