Provisional registers of electors and omissions lists released today for public inspection

     The provisional registers of electors and omissions lists were released today (June 14) for public inspection until June 29.

     About 3.47 million registered electors are contained in the 2013 provisional register for geographical constituencies, after taking into account about 56 000 who are newly registered and putting the names of about 53 000 electors who have passed away or have not reported their latest residential addresses in response to the inquiry letters of the Registration and Electoral Office (REO) onto the omissions list. The total figure represents a net increase of more than 3 000 electors when compared to last year.

     The number of registered electors for functional constituencies (other than the District Council (second) functional constituency) in the provisional register is about 238 000, after taking into account about 1 000 newly registered electors, putting about 2 300 electors onto the omissions list, and taking into account some 1 400 electors who have changed to register under the District Council (second) functional constituency.

     For the District Council (second) functional constituency, about 3.22 million registered electors are listed in the provisional register, after taking into account about 51 000 newly registered electors and some 1 400 electors who have changed to register under the District Council (second) functional constituency from the other functional constituencies, and putting another 50 000 onto the omissions list.

     "In addition to the applications for new registration, the REO has received applications for updating registration particulars from about 100 000 registered electors. The respective provisional registers include all validated applications for registration as electors and applications for changes of particulars received. For those who are no longer eligible for registration, their names have been removed from the respective registers and recorded on the omissions lists," an REO spokesman said.

     "The statutory deadline for updating registration particulars falls on June 29 this year. We appeal to the registered electors who have changed residential address to fulfil their civic responsibility by notifying the REO by the deadline so that the REO can update their records accordingly."

     Anyone who has applied to be registered as an elector but does not find his name in the relevant register, or whose name is on the omissions lists or who finds his particulars incorrectly recorded, may also lodge a claim in person with the REO.

     If anyone considers that a registered person is not eligible to be registered, he may lodge an objection in person with the REO.

     "The deadline for lodging a claim or objection is June 29. The Revising Officer will consider the evidence provided by the applicant to rule in accordance with the legislation," the spokesman said.

     Specified forms for claims and objections can be obtained from the REO (10/F, Harbour Centre, 25 Harbour Road, Wan Chai, or 10/F, Guardian House, 32 Oi Kwan Road, Wan Chai) and all District Offices. They can also be downloaded from the REO website (www.reo.gov.hk/en/voter/application.htm).

     For the geographical constituencies and the District Council (second) functional constituency, full copies of the provisional register can be inspected during business hours (i.e. Monday to Friday, from 9am to 12.30pm and from 1.30pm to 6pm) at the REO on 10/F, Harbour Centre, 25 Harbour Road, Wan Chai. The relevant section of the register pertinent to a particular district is available for public inspection at the respective District Office during their business hours from Monday to Friday. As regards the omissions list for the geographical constituencies and the District Council (second) functional constituency, full copies are available for public inspection at the REO's Harbour Centre office and District Offices.

     For functional constituencies (other than the District Council (second) functional constituency) and Election Committee subsectors, full copies of the provisional registers and omissions lists are available during business hours (i.e. Monday to Friday, from 9am to 12.30pm and from 1.30pm to 6pm) for public inspection at the REO's Harbour Centre office and its office on 10/F, Guardian House, 32 Oi Kwan Road, Wan Chai. They can also be inspected at the District Offices in Central, Mong Kok, Kwun Tong, Sha Tin and Tsuen Wan during their business hours from Monday to Friday.

     Members of the public may also call the REO hotline on 2891 1001 to check whether their names are listed in the provisional registers or the omissions lists.

     Statistical information about the provisional registers is available on the voter registration website (www.voterregistration.gov.hk).

     The REO will publish the final registers of electors on or before July 25.
