The Government announced today (June 13) the following senior appointments:
(a) Mr Wong Kuen-fai, Deputy Commissioner of Inland Revenue, will succeed Mr Chu Yam-yuen as Commissioner of Inland Revenue on June 20, 2013. Mr Chu will proceed on pre-retirement leave on the same day after almost 38 years of service; and
(b) Ms Winnie Ng Ching-ching, ex-District Officer (Central and Western), will succeed Mr Patrick Li as Secretary General, Joint Secretariat for the Advisory Bodies on Civil Service and Judicial Salaries and Conditions of Service on June 20, 2013.
Commenting on the appointment of Mr Wong Kuen-fai, the Secretary for the Civil Service, Mr Paul Tang, said, "Mr Wong possesses extensive professional knowledge and experience in tax administration, and demonstrates good administrative and leadership skills. I am confident that he will be able to lead the Inland Revenue Department to meet the challenges ahead and continue to deliver quality service to the community."
On the retirement of Mr Chu Yam-yuen, Mr Tang said, "Mr Chu has served with zeal and commitment in the civil service throughout the years. As the Commissioner of Inland Revenue, he has made sustained efforts in enhancing the professional service of the department. His leadership in ensuring efficient revenue collection and expanding Hong Kong's network of avoidance of double taxation agreements is commendable. We sincerely wish him a happy retirement."
Commenting on the appointment of Ms Winnie Ng Ching-ching, Mr Tang said, "Ms Ng is a seasoned Administrative Officer with a wealth of experience in public administration and proven leadership as well as management skills. I have confidence that she will continue to serve the community with professionalism and dedication in her new capacity."

Mr Chu Yam-yuen

Aged 59, Mr Chu joined the Government as an Assistant Assessor in July 1975. He was promoted to Chief Assessor in June 1994, to Assistant Commissioner of Inland Revenue in November 2001 and to Deputy Commissioner of Inland Revenue in September 2006. He has been Commissioner of Inland Revenue since December 2009.
Mr Wong Kuen-fai

Aged 52, Mr Wong joined the Government as an Assistant Assessor in July 1982. He was promoted to Chief Assessor in November 2005 and to Assistant Commissioner of Inland Revenue in September 2008. He was promoted to Deputy Commissioner of Inland Revenue in June 2010.
Ms Winnie Ng Ching-ching

Aged 44, Ms Ng joined the Administrative Service in October 1994 and rose to her present rank of Administrative Officer Staff Grade C in July 2004. Ms Ng has served in various bureaux and departments, including the Social Welfare Department, the former Health and Welfare Branch (later renamed Health and Welfare Bureau), the Financial Secretary's Office, the former Economic Services Bureau and the Security Bureau. She was Principal Assistant Secretary for the Civil Service from July 2005 to September 2008. Ms Ng was District Officer (Central and Western) from October 2008 to May 2012. She was nominated by the Government to attend a one-year Master Programme at Harvard University from June 2012 to May 2013.
