Response to media enquiries by Chairman of Pay Trend Survey Committee

The following is issued on behalf of the Pay Trend Survey Committee:

     In response to media enquiries today (June 7) on the 2013 Pay Trend Survey (PTS), the Chairman of the Pay Trend Survey Committee (PTSC), Mr Wilfred Wong Kam-pui,  pointed out that, "The PTS was commissioned and overseen by the PTSC which comprised independent members, the representatives of the Administration and the representatives of the staff sides of the four central staff consultative councils, i.e. the Senior Civil Service Council, the Model Scale 1 Staff Consultative Council, the Police Force Council and the Disciplined Services Consultative Council."

     He stressed that the survey this year strictly followed the survey methodology approved unanimously by the PTSC. Overseen by the PTSC, the survey was conducted in a professional and objective manner as usual, so as to maintain its integrity and credibility.  

     He said, "On the premises of not compromising the confidentiality pledge and upholding the credibility of the survey, the PTSC had greatly enhanced the transparency of the survey. Before the release of the tentative 2013 Pay Trend Indicators (PTIs), the PTSC had met and provided members with all the information they requested previously, including the situation of participating companies reporting an average rate or a single flat rate for all employees for basic salary adjustment and additional payment.  After detailed deliberations, all PTSC Members at the meeting agreed unanimously to include the 109 companies in the calculation of the PTIs."

     He stressed that, "Of course, while enhancing the transparency, all professional pay surveys need to honour the confidentiality pledge with the participating companies.  Therefore, the names of individual companies were number-coded.

     "Company's participation in the PTS was purely voluntary. There was no reason to doubt the data provided by the companies.

      "According to the established mechanism, after completion of the PTS each year, the PTSC would review the survey methodology.  The review result and the recommendation would be submitted to the Administration through the Standing Commission on Civil Service Salaries and Conditions of Service. The survey would commence upon endorsement by the Administration.  There is room for improvement for any survey, and we will continue to listen to the views of all members with an open mind."
