     Following is the transcript of remarks by the Secretary for the Civil Service, Mr Paul Tang, at a media session today (June 4):

Reporter: Secretary, can you still get support from the civil service because you are not giving them what they want? They want the pay rise to be above the inflation rate. Can you still get their support?

Secretary for the Civil Service: I think it is important to emphasise that we are acting according to a well-tested system which has been operating for 10 to 20 years and the adjustments are largely in line with the net pay trend indicators. I hope colleagues would understand that apart from the six occasions in which we deviated from that practice; those deviations were made under very special circumstances and which we do not think apply today.

Reporter: So their morale is not important?

Secretary for the Civil Service: No, I am not suggesting that at all. What I am suggesting is that morale is very important. What I am suggesting is that apart from these annual pay trend adjustments, there are other issues that we should do in order to uphold the morale of the civil service, including providing extra manpower or other fringe benefits as well as increasing communication between the management of the departments and staff. All these are very important.
